Minimum Qualifications NY HELPS: Bachelor's or higher degree.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications: Familiarity with the Early Intervention Program or other service delivery systems, experience with review and/or monitoring of grants or contracts, research of State and federal laws and regulations and drafting of program guidance materials. Excellent oral and written communication skills. Proficient with Microsoft Office, including Excel, Word, Access and PowerPoint.

Duties Description The Health Program Administrator (HPA) will provide administrative and fiscal support for the Bureau of Early Intervention Fiscal Planning and Policy Unit. The HPA will execute and manage Early Intervention Administration grant contracts in Grants Gateway according to Department standards and established timelines; track and process vouchers for General Services and Respite; prepare and review Annual EI Budget Narratives and Expenditure Plans for General Services and Respite within established Departmental timeframes; assist in the development of procurement documents and technical evaluation tools, such as RFP’s, contract extensions and single source procurements throughout the Bureau of Early intervention; and complete special projects related to Section or Bureau work as needed and assigned.
