Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

Required experience: professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. Master's and higher-level degrees may substitute for one year of required experience.

**Senior Administrative Analyst level requirements:
• Administrative Analyst Trainee 1 (equated to SG-13): bachelor or higher degree.
• Administrative Analyst Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.
• Senior Administrative Analyst, SG-18: bachelor or higher degree and two years of required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Duties Description • Actively participate in the implementation of strategic initiatives outlined in the Design and Construction (D&C) Strategic Plan to support the unit's goals and objectives.
• Oversee the development, distribution, and analysis of D&C Employee Engagement surveys to gauge employee satisfaction, identify areas for improvement, and drive strategic decision-making.
• Assist in the creation of detailed annual reports specifically tailored to the progress and achievements related to the D&C Strategic Plan, providing key insights and performance metrics.
• Collaborate with supervisors to establish clear project goals, define success criteria, and outline strategic approaches to achieve desired outcomes effectively.
• Identify potential challenges and factors that could impact project success and develop customized work plans for each project to optimize efficiency and mitigate risks.
• Document and enhance existing processes and workflows within the organization to boost operational efficiency, align with organizational objectives, and drive continuous improvement efforts.
• Create presentations for both internal and external stakeholders to communicate project updates, achievements, and strategic initiatives effectively.
• Assist in preparing comprehensive project status reports highlighting key milestones, achievements, and challenges encountered during project execution.
• Develop and implement a thorough review process to ensure all D&C procedures manuals are regularly updated in compliance with current policies and procedures, thereby enhancing operational effectiveness.
• Participate in crucial meetings, develop structured agendas, and facilitate effective communication of discussed topics to relevant personnel, ensuring appropriate follow-up on action items to drive project success.
• Undertake any other duties as assigned by senior management to support the overall objectives and functions of the Design and Construction Business Unit.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
