Minimum Qualifications Non-Competitive: possession of a license to practice medicine in New York State, board-eligible or board certification in a medical specialty, and one year of experience in a clinical, hospital, or patient care setting
Preferred Qualifications: Demonstrated experience with managerial and regulatory oversight of a healthcare related program and developing policy options to support and regulate prescription-controlled substances, pharmacy practice and physician disciplinary programs. Ability to make excellent judgments, and exercise critical, analytical, and problem-solving skills under pressure and in time sensitive situations. Ability to compile, evaluate and interpret information and data from a variety of information sources. Ability to independently act on priority projects and issues. Ability to prioritize and complete work assignments in a timely manner. Excellent organizational skills to manage a varied and high-volume workload. Excellent written and oral communication skills with an attention to detail are required. Excellent interpersonal and communication skills including the ability to interact with colleagues and senior leadership inside and outside the agency and promote a solution-oriented culture.

Duties Description The New York State Department of Health is seeking a Director for the Center for Medical and Controlled Substance Oversight (CMCSO) within the Office of Primary Care and Health Systems Management (OPCHSM). The position will have responsibility for oversight and administration of the Bureau of Narcotic Enforcement (BNE) and Office of Professional Medical Conduct (OPMC). BNE is responsible for protecting the public health by combating the illegal use and trafficking of prescription-controlled substances. BNE issues secure Official New York State Prescriptions annually to over 95,000 prescribing practitioners across the State. BNE monitors and regulates controlled substance prescribing and dispensing through it’s Prescription Monitoring Program (PMP) Registry. The PMP Registry provides practitioners with direct, secure access to view dispensed controlled substance prescription histories for their patients. This information allows practitioners to better evaluate their patients' treatment with controlled substances and determine whether there may be abuse or non-medical use. BNE also curtails the diversion of controlled substances through its issuance of licenses to manufacturers, distributors, hospitals, nursing homes, and researchers. BNE Narcotic Investigators investigate suspected drug diversion or illegal sales involving theft, forgery, and fraudulent visits to practitioners' offices, and work closely with local, state and federal law enforcement. BNE also prevents prescription drug abuse through educational materials and presentations for parents, educators, and healthcare professionals.
OPMC administers the State’s physician discipline program. OPMC’s mission is patient safety, to protect the public from medical negligence, incompetence and other kinds of professional misconduct. OPMC, investigates complaints made against physicians, physician assistants and specialist assistants, and, with the assistance of the Division of Legal Affairs’ Bureau of Professional Medical Conduct, prosecutes those charged with misconduct. OPMC also monitors licensees who have been impaired or who have been placed on probation by the Board.
Reporting to the Deputy Director for the Office of Primary Care and Health Systems Management, this position will:
Provide clinical oversight and management, direction, and supervision of the State’s regulation of physicians, physician assistants and controlled substances; provide direct supervision of the Directors of the Bureau of Controlled Substances and Office of Professional Medical Conduct; serve as DOH clinical lead on issues involving practitioner and controlled substance quality, safety, oversight, and enforcement; develop and implement clinical policy, legislative and regulatory recommendations; lead collaboration and coordination with medical, pharmacy and health care communities; plan, develop and promote clinical policy and regulatory initiatives to lower risk of opioid use disorder (OUD) as well physician and physician assistant misconduct; oversee and lead interagency data-use collaboration on controlled substances to inform policies and regulations related to medical and controlled substances; and the Director for the Center, with the Director of OPMC, will receive recommendations from the OPMC Investigative Committee for misconduct cases that warrant a hearing, additional investigation, a dismissal of the matter, or non-disciplinary warnings or consultations.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
