Minimum Qualifications Permanent Transfer:
Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.

Non-Competitive Minimum Qualifications (NY HELPS Program):
A bachelor's degree and two years of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: The preferred candidate will possess strong organizational skills and attention to detail and will have experience working with Microsoft Office products, including Word, Excel and Outlook. Strong written and verbal communication skills are required. Experience or knowledge of home care and hospice services or surveillance processes are preferred.

Duties Description Working with the Bureau of Quality & Surveillance in the Center for Home & Community Based Services for the Department of Health, the incumbent will coordinate and monitor surveillance scheduling and activities pertaining to Licensed Home Care Service Agencies (LHCSA), Certified Home Health Agencies (CHHA), and Hospice provider surveys. The incumbent will utilize and monitor internal databases and reporting systems including, but not limited to; ACO, ACTS, ASPEN, iQIES, and other systems. This is a necessary component of the work to coordinate and monitor the surveillance scheduling. The employee will also review monthly survey information provided by the regional offices to ensure compliance with state and federal requirements, will assist surveillance staff with issues/data entry to ensure compliance with the requirements of the automated systems, and will assist in the development of guidance materials, including policies & procedures, and prepare accurate reports (monthly, annual & ad hoc).
