• For this leadership-level position, candidate must have a minimum of five (5) years of supervisory background in a major police department or law enforcement agency.

• DCJS-certified police or peace officer status.

• Extensive knowledge of New York State criminal law and procedure and New York State government operations.

• Prior supervisory experience conducting confidential, sensitive, and internal investigations, particularly in contracts, procurement, and white-collar crime.

• Functional knowledge of technical equipment used in law enforcement investigations, such as audio/video surveillance devices, as well as proficiency with programs commonly used to assist in the analysis of financial and other records, such as Excel and Acrobat.

• New York State residency is required.

Duties Description The Offices of the Inspector General (“OIG”) are comprised of three entities, derived from three appointments held by Inspector General Lucy Lang: the Office of the New York State Inspector General (“NYSIG”), as established by Executive Law Article 4-A, which is entrusted with the responsibility of receiving and investigating complaints of corruption, fraud, criminal activity, conflicts of interest, and abuse in New York State government, its employees, and those who work with the State; the Office of the New York State Welfare Inspector General (“OWIG”), as established by section 74 of the Executive Law, which is responsible for maintaining the integrity of New York State’s public assistance programs; and the Office of the New York State Workers’ Compensation Fraud Inspector General (“WCFIG”), as established by section 136 of the Workers’ Compensation Law, which is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system. Additionally, as of June 18, 2021, the duties and responsibilities of the former Office of the Gaming Inspector General were transferred to and encompassed by NYSIG, including the duty to receive and investigate complaints from any source concerning allegations of corruption, fraud, criminal activity, conflicts of interest or abuse in the Gaming Commission. OIG has six office locations, located in Albany, Buffalo, Hauppauge, New York City, Suffern and Syracuse.

Job Description
This position is currently filled and is being posted to fulfill 211 Retirement Waiver requirements.

The Deputy Chief Investigator is responsible for assisting the Upstate Chief Investigator in supervising and managing the investigative staff in carrying out OIG’s mission to conduct to uncover fraud and abuse in New York State agencies and entities which fall under its jurisdiction. The Deputy Chief Investigator liaises with other OIG units and external law enforcement agencies in advancement of this mission.

Additional responsibilities of the Deputy Chief Investigator include:
• Planning, coordinating and monitoring investigations and directing case reviews;
• managing the caseloads of supervised investigators while also maintaining their own caseload; and
• conducting interviews; directing field, surveillance and undercover operations; writing reports; and various other investigative and supervisory duties.

Frequent instate travel is required as well as willingness and availability to work unscheduled hours as necessary. This position operates on adherence to strict confidentiality.
