Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
Administrative Assistant Trainee 1: Six months of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.
Administrative Assistant Trainee 2: One year of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.
Administrative Assistant 1: Two years of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.
Substitution: Certification (e.g., IAAP Certified Administrative Professional) or associate degree in office administration, secretarial science, administrative assistance, paralegal, business technology, or office technology substitutes for two years of experience.
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. Reassignment & Transfer Opportunities: Current New York State Department of Health employee with permanent or contingent permanent status as an Administrative Assistant 1, Grade 11, OR current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service as an Administrative Assistant 1.
OR: Current New York State employee with one or more years of permanent, contingent-permanent, or 55b/c service in a position allocated to Grade 6 or above, and eligible for transfer undersection 70.1 of the Civil Service Law to Administrative Assistant Trainee 1.* A passing score on a typing test is required before a job offer to this title can be approved.
Preferred Qualifications: The preferred candidate will have experience scheduling meetings and managing multiple Outlook calendars; proficiency with MS Office, including Word, Excel, and Outlook; experience proofreading, organizing and submitting reports; effective communication skills, including both oral and written communication; and experience taking meeting notes/minutes.
Duties Description Schedule meeting requests for Center level leadership and manage Center leadership calendars. Proofread, organize, and submit required agency and Center level Weekly, quarterly and ad hoc reports. Maintain electronic filing systems. Demonstrate effective communication skills, including written, oral and electronic communication with agency personnel and all external stakeholders to ensure cooperative working relationships, as well as with timely and appropriate responses to agency and Executive Correspondence. Review all correspondence including draft Requests for Proposals, Memorandums of Understanding, Dear Administrator Letters, travel requests, etc. and route for appropriate leadership review and sign off. Take meeting notes/minutes and distribute accordingly.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
