Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Engineer Technician Trainee, NS = Grade 8:

Either 1. One (1) year of experience assisting in engineering, engineering technology, engineering management technology, architecture or architectural technology, environmental technology, electronics, electronics technology, landscape design, materials laboratory technology, drafting or surveying, AND graduation from high school or possession of diploma issued by a recognized educational authority;

Or 2. Eighteen (18) semester credit hours of college course work in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics, or electronics technology;

Or 3. Graduation from a high school technical program (recognized by an accrediting agency as meeting acceptable program practices and standards) in CAD/CAM, construction technology, drafting, engineering, engineering graphics, electronics, or electronics technology.

Note: Upon successful completion of the 52-week traineeship, candidates will be automatically advanced to the Senior Engineering Technician position (SG-13).

Senior Engineering Technician, Grade 13: In addition to the Trainee requirements listed above, you must also have:

Either 1. Two (2) years of experience assisting in engineering, engineering technology, engineering management technology, architecture or architectural technology, environmental technology, electronics, electronics technology, landscape design, materials laboratory technology, drafting or surveying; and graduation from high school or possession of an equivalent diploma;

Or 2. An associate's degree in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics, or electronics technology.
Substitution: A certificate in CAD/CAM, construction technology, drafting, engineering, engineering graphics or electronics, may substitute for one year of the experience; or 36 semester college credit hours in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture or landscape design, drafting, forestry, surveying, aeronautics, electronics or electronics technology may substitute for experience at the rate of 18 semester credit hours equaling one year of experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The incumbents for these positions assist field and office engineering and higher-level engineering technician staff by performing technical duties in support of engineers or engineering programs. The position may also be within one of the Design Support Groups (Design Traffic Engineering Unit, Bridge Safety Assurance Section, Utilities Unit, Design Services Unit, Survey Unit, or Geotechnical Unit).

The incumbents for these positions perform routine technical tasks under the direct supervision of engineers or higher-level technicians; receive instructions about the work to be done and the methods to be used in performing work; and assist in investigating problems by gathering information and recommending solutions. Duties and tasks may include but are not limited to the following:

• Under general supervision, inspects field conditions to ensure work is planned correctly, and projects are designed according to specifications and plans.
o Takes and records measurements.
o Inspects and tests materials used for projects.
o Records results of tests and inspections and prepares reports for supervisors and managers.

• Participates in field survey/ROW mapping teams.
o Takes measurements using field survey and measurement equipment.
o Collects and records data and information.
o Conducts tests on site, using simple testing and measurement equipment.
o Takes and packages field samples for laboratory analysis.
o Assists in setting up and calibrating sampling equipment at permanent test and observation sites.
o Prepares simple maps and plot plans.
o Checks measurements and tests performed by others.
o Performs simple engineering calculations to verify data collected on complete measurements and tests.
o Locates and confirms property lines.

• Assists engineering and technical staff in planning and implementing projects and programs.
o Prepares and revises maps, including drawing and tracing maps and preparing or checking calculations and descriptions.
o Obtains data, checks the source and validity, and adjusts it to make it current.
o Prepares graphic display materials showing project presentations, agency programs, or status and location of projects.
o Receives, compiles, calculates, and files data and information about projects and programs.
o Reduces, checks, and plots survey notes for design projects.
o Prepares or checks calculations that estimate or finalize materials quantities for projects, contract costs, and engineers' estimates.
o Develops, checks, and codes information and records for computer entry.
o Makes or checks simple engineering calculations related to construction and research projects.

Specific duties will be discussed at the time of the interview.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
