Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and:
Transfer eligible under Section 70.1 - permanent competitive service as an Accountant Aide, Accountant Aide Trainee 2, Business Document Specialist 2, Stores & Mail Operations Supervisor, Principal Mail and Supply Clerk, Principal Offset Print Machine Operator, Principal Stores Clerk, Program Aide, Administrative Assistant 1.

Duties Description Under the direction of the Bureau Chief for Forest Preserve and Conservation Easements or their designee, the Program Aide will:
• Assist with logging and processing permit applications;
• Prepare reports and memoranda in accordance with agency guidelines or commitments; as well as gather, review, and evaluate information required to assist managers, supervisors, and staff to effectively do their job functions;
• Research, write, and produce educational and promotional materials, social media posts, press releases, and webpage content;
• Assist with the administration of the Trail Patch program;
• Review, edit and prepare correspondence;
• Assist with the continued development and updating of internal and public web pages in cooperation with the Division’s outreach section;
• Support program staff with coordination of meetings, conferences, and travel arrangements;
• Monitor shared email accounts and direct emails to appropriate staff.
Additional duties will be assigned to support and enhance the efficiency and effectiveness of the Division’s programs, including the following:
• Develop, maintain, and analyze program data, including personnel, inventory, and time distribution system (TDS) coding, ensuring accurate and accessible data for decision-making and assisting in the implementation of corrective measures;
• Assist with administrative and programmatic financial requirements, including the review of grant applications, vouchers, and contracts to ensure alignment with guidelines, coordinating with program staff to prepare required contractual paperwork, and processing, managing, and tracking purchases;
• Assist with recruitment of employees by participating in job fairs, drafting job postings, conducting preliminary screenings of applicants, following up with prospective candidates, and scheduling interviews, contributing to the acquisition of talented staff.
In addition, the Program Aide will be expected to independently determine the needs and priorities required to support professional staff in program-specific tasks, applying a considerable degree of judgment and understanding of applicable laws and guidelines.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
