Minimum Qualifications NY HELPS: Bachelor's or higher degree.
Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.
Preferred Qualifications: Strong computer skills, including experience maintaining databases and processing queries. Strong written and verbal communication skills. Experience writing or summarizing policies and procedures. Strong attention to detail. Ability to work in a fast-paced office environment and prioritize multiple assignments to meet tight deadlines. Ability to work independently and as part of a team.
Duties Description Under the direction of the Program Research Specialist 2, the Health Program Administrator will be responsible for overseeing the collection of medical malpractice information, as required under NYS Insurance Law Section 315. Duties include, but are not limited to, the following: Answer daily correspondence, phone and email from reporters regarding the Medical Malpractice Data Collection System (MMDCS). Prepare and send monthly two data extracts of closed claims including working with reporters to review and clean data as appropriate. Work with insurance companies, hospitals, and reporters to identify administrators, coordinators and reporting staff for the Health Commerce System (HCS) and MMDCS. Train new reporters on how to enter information into the system. Semiannually review permissions of those individuals with access to the data collection system to determine if access is still required and to maintain confidentiality of the system. Respond daily to delete, reopen, and restore requests from reporters. Audit the MMDCS data using National Practitioner Data Bank (NPDB) reports from various sources to ensure complete, consistent, and accurate reporting to the MMDCS. Work with supervisor and unit director to develop surveys and collect information on the insurance status of hospitals in NYS. Work with supervisor and unit director to update the thresholds for OPMC review of closed medical malpractice claims. Assists Central Office and Regional Office staff with additional duties as necessary.
