Minimum Qualifications Permanent Transfer Candidates: One year or more of permanent or contingent-permanent competitive service at or above a G21 and eligible for transfer via Section 52.6 of the Civil Service Law.
Provisional Promotion: One year or more of permanent or contingent-permanent competitive service as a Senior Health Planner, G18.
Open-Competitive (NY HELPS Program): Seven years of professional health planning experience in at least two of the following health planning areas:
1. Health services research and analysis of health care systems resources, beds, services allocations, or processes of care.
2. Demographic or economic analysis for projecting need for health care facilities and services.
3. Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
4. Health care policy development and analysis on a statewide, regional, or county basis.
5. Preparation or review of CON applications in a State regulated health care facility or governmental agency.
Preferred Qualifications: Excellent organizational, written, interpersonal, and communication (both written and verbal) skills and attention to detail, Experience analyzing and understanding laws and regulations, esp. those related to Long-Term Care Facilities; knowledge of and experience with Microsoft Office products; and Experience or knowledge of long-term care services or the licensing and certification of Department of Health-regulated facilities; and experience with the supervision of staff, including training and performance evaluations.
Duties Description This position will be an Associate Health Planner in the Alternative Models of Care and Programs (AMCP) Bureau at the Center for Long-Term Care Licensure, Planning, and Finance. Duties may include, but are not limited to:
• Assist in the implementation of the unified Program of All-Inclusive Care for the Elderly (PACE) licensure program;
• Assist in the development of policies and processes for the PACE program and other Alternative Models of Care initiatives;
• Review and make recommendations on applications for AMCP licensure, including working with applicants to obtain all required information;
• Oversee and assist with the processing of transaction notices; and notify appropriate parties as necessary;
• Respond to licensure questions from providers, applicants, consultants, and associations;
• Enter all updates/statuses into databases, sites, and tracker lists as applicable;
• Collaborate and coordinate with other Bureaus, Centers, Regional Offices, and DOH staff as needed;
• Assist in the development of Bureau reports and analyze reports related the alternative models of care;
• Attend meetings/workgroups and provide updates to Supervisor and other management staff as requested;
• Supervise staff, including training and performance evaluations; and
• Other duties as assigned.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
