Minimum Qualifications To be eligible for the Program Research Specialist 2, G-23 position you must meet one of the following conditions:

1. Candidate must be eligible for appointment from the Program Research Specialist 2 eligible list.

2. In a G-21 or higher title that meets criteria for 70.1 or 52.6 transfer

3. For NY HELPS appointment*: To be eligible for a NY HELPS appointment, the candidate must have:

A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and three years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description Under the general direction of a Program Research Specialist 3, G-25, a Program Research Specialist 2, G-23, in the Department of Motor Vehicles, plans studies; collects and analyzes data; interprets and reports findings on current or proposed programs, policies, and legislation related to such programs to determine the actual or potential effectiveness in achieving objectives; identifies weaknesses in programs and makes recommendations for modifications; and provides advice and consultation to agency management on program operations with duties including but not limited to:

• Consults with management to outline the specific data
needs for each research and analysis project.

• Determines the kinds of information needed and the data
sources and collection methods to follow.

• Plans the study or investigation and develops and issues
instructions covering the steps to be followed in carrying out
the plan.

• Develops data analysis approaches that incorporates data
mining, statistical methods and procedures and computer
modeling techniques to ensure data is accurate, applicable,
and valid.

• Conducts risk reviews and identify anomalies that warrant
further research.

• Plans data collection methods for specific projects and
determines the types and sizes of sample groups to be
used.

• Evaluates data sources to determine any limitations in
terms of reliability or usability.

• Selects the appropriate methods to follow in analyzing and
evaluating data, considering the character and sources of
data and the statistical tools to be used.

• Identifies relationships and trends in data, and factors that
could affect the results of the research.

• Pre-tests and does beta testing of questionnaires and other
documents and methods developed for the study to ensure
their accuracy, reasonableness, and relevance.

• Prepares operating schedules to ensure a smooth operation
and the effective utilization of staff.

• Collects and processes data utilizing survey and/or non-
survey instruments, published and unpublished agency
statistics and records, on-site investigations, discussions
with users, and similar materials and sources.

• Analyzes and interprets data following analytical methods
prescribed by plan.

• Evaluates various program areas including policy,
procedure, legislation, objective, and cost effectiveness.

• Identifies actual or potential problem areas, trends,
program accomplishments, and additional key factors in the
program being studied.

• Measures the progress toward and determines the
soundness of program objectives.

• Identifies new program needs, considering agency goals and
other relevant conditions and trends, and the effects of
actual or proposed legislation.

• Develops and recommends objectives for proposed
programs as well as changes in objectives policies, and
procedures to improve program effectiveness.

• Evaluates the effectiveness of alternative or corrective
actions being considered for various programs.

• Analyzes and interprets statistical data to identify significant
differences in relationships among sources of information.

• Assesses the statistical methods and procedures used to
obtain data to ensure validity, applicability, efficiency, and
accuracy.

• Identifies relationships and trends in data, and any factors
that could affect the results of the research.

• Performs descriptive and multivariate statistical analyses of
data, using computer software.

• Prepares tables, graphs, fact sheets, and written reports
summarizing research results.

• Prepares forecasts of factors directly related to and affecting
agency program operations or use in program planning
activities.

• Presents results of studies or investigations to the Executive
Team and agency management, covering conclusions and
recommendations based on the evaluations made.

• Advises agency staff and others on the improvement of
program effectiveness, the interpretation of study findings
relevant to an agency program, and implications of policy or
legislative changes on affected program.

• Performs the full range of supervisory duties.

• Performs other duties as assigned.
