Minimum Qualifications Non-competitive:
bachelor’s degree and two years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.

A master’s degree may substitute for one year of the experience.


Preferred qualifications include experience developing effective training materials, targeted campaigns, knowledge of the digital space as it relates to terrorism and targeted violence, and familiarity with liaising with a wide-variety of community stakeholders including faith-based communities, educational institutions, and non-profit organizations.

Duties Description Under the general guidance of the Homeland Security Program Analyst 2, the Homeland Security Program Analyst 1 will report to the Office of Counter Terrorism's Domestic Terrorism Prevention Unit. Duties will include but are not limited to:

• Collaborate in the development, modification, and evaluation of policies and protocols governing the Domestic Terrorism Prevention Unit's targeted violence and domestic terrorism prevention deployment, operation, outreach, and other related Office of Counter Terrorism initiatives.
• Assist with the research, analysis, and development of targeted violence and domestic terrorism prevention education and outreach program.
• Conduct analysis on identified topics or program areas to evaluate New York State’s targeted violence and domestic terrorism prevention posture, and provide findings, both in written and presentation form, to executive staff and other audiences as requested.
• Coordinate and implement statewide targeted violence and domestic terrorism prevention training efforts, to include work with the see something, say something initiative, as well as specialty team training efforts and statewide program training support.
• Coordinate and assist with statewide targeted violence and domestic terrorism prevention education and outreach support to any requesting entity including faith communities, law enforcement organizations, educational institutions, non-profit organizations, and social services entities throughout New York State.
• Track, update, streamline, and maintain available resources on targeted violence and domestic terrorism prevention in a central location for diverse community stakeholders.
• Conduct comprehensive research on select homeland security/public security/domestic terrorism/targeted violence prevention policy trends at the state, federal, and international levels interacting extensively with agency representatives, subject matter experts, advisory services, and legal resources as relevant. Draft preliminary reports, recommendations, and alternatives based on gathered information.
• Plan, organize, and conduct analytical studies involving the development and implementation of major agency projects and initiatives. Develop gap and risk analyses, documenting current, expected, and required resources for management review/approval.
• Draft correspondence, policy, white papers, standards, bulletins, advisories, progress reports, and study results on targeted topics. (Domestic Terrorism Prevention Unit).
• Represent the agency at conferences, meetings, and in program reviews related to targeted violence and domestic terrorism prevention as appropriate.
• Support the development of project plans, deliverables, and analytical analysis for executive review.
• Review and analyze local government domestic terrorism prevention plans.
• Develop and present targeted information for first responders, county, local, and state stakeholders, and staff on programs of the Office of Counter Terrorism.
• Collaborate, cross-train, and align with other Office of Counter Terrorism units including the threat assessment management teams’ program.
• Assist in disaster response and recovery activities as required and assigned.
• Travel will be required.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
