Minimum Qualifications Non-competitive:
bachelor’s degree and two years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.

A master’s degree may substitute for one year of the experience.

Duties Description The incumbent of this position will report directly to the Office of Emergency Management/State Watch Center unit. Duties include but are not limited to:
• Oversee the development and implementation of collaborative programs with internal/external groups; and new and ongoing partnerships nationally and internationally with public, private, and non-profit sector officials.
• Conduct comprehensive research on homeland security and emergency management trends at the state, federal and international levels interacting with agency representatives, subject matter experts, advisory services, and legal resources as relevant.
• Draft correspondence, policy, white papers, standards, bulletins, advisories, progress reports and study results on targeted topics.
• Participate in planning and development to identify long and short-term operational challenges, explore new solutions for issues that arise and identify best practices for the agency and its programs.
• Evaluate the impact of federal and state legislative programs, mandates and processes on the resources and operations of the agency.
• Plan, organize and conduct analytical assessment of emergency preparedness and management initiatives and programs. Coordinate findings with OEM program areas for implementation.
• Assist in developing comprehensive work plans, including purpose, objectives, scope, action plans and tentative schedules.
• Organize, coordinate, and facilitate meetings, work groups and training for diverse stakeholders.
• Facilitate conference calls with Emergency Support Function (ESF) partners and other stakeholders on complex missions and develop proposed solutions for leadership consideration.
• Develop gap and risk analyses: documenting current, expected and required resources for management review/approval.
• Ensure all assignments are properly and professionally completed within deadlines and any challenges are brought to the attention of the supervisor(s).
• Professionally interact with local, state, and federal government agencies and officials at all levels via telephone, e-mail, and in-person.

Additional Comments NOTE:Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
