Minimum Qualifications For State Employees : NYS employee with one year or more of permanent or contingent-permanent competitive service as a Program Aide, G-13 or a current NYS employee with one year of permanent or contingent-permanent competitive service in a title allocated to G-11 or higher, and eligible for transfer to Program Aide under Section 70.1 of the Civil Service Law. Transfer candidates may be asked for SSN to verify title history and eligibility.
For General public:
NY HELPS qualifications:
High school diploma or high school equivalency diploma, and
three years of experience performing clerical, keyboarding, or
paraprofessional work in an office environment.
Certification (e.g., IAAP Certified Administrative Professional) or
associate’s degree in office administration, secretarial science,
administrative assistance, paralegal, business technology, or
office technology may substitute for two years of experience.
Preferred Qualifications: The preferred candidate will have strong critical thinking and communication skills; experience with Microsoft Office Suite and SharePoint; scheduling interviews in Outlook, and multi-line phones.
Duties Description The Division of Finance and Rate Setting Administration Unit currently oversees ECUs, FOILs, Onboarding, Scheduling Processing of Rate Packages and Interview Scheduling and Coordination. The Program Aide will perform a variety of paraprofessional and administrative duties to support operational programs or in administrative areas such as finance, reporting or human resources.
Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
