Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Minimum Qualifications:

High school or high school equivalency diploma; and three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Competitive Minimum Qualifications:

Subsequent 55 B/C Qualifications:

Reassignment Qualifications:

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Program Aide (former title Administrative Aide/Agency Program Aide); if you have less than one year, you must be reachable on the current Program Aide (former title Administrative Aide/Agency Program Aide) eligible list for this location, if one exists.

70.1 Transfer Qualifications:

Duties Description Under the direction of the Assistant Director of Employee Relations, M2 and HRS 1 LR, M1, the incumbent performs a variety of para-professional duties and provides program and technical assistance for one or more professional positions essential to the operations of the Employee Relations Office (ERO). Many of the activities support the various staff in the Office, while others may directly support ERO leadership. Duties include, but are not limited to, the following:

•Prepare written correspondences to employees and/or union representatives.
•Create, maintain, and enter information into spreadsheets and databases.
•Complete forms in accordance with agency procedures.
•Assist with procurement requests, supply orders and Information Resources as needed.
•Create case folders and filing as needed.
•Delegate email and phone inquiries from unions, employees, or agency customers in a courteous manner to appropriate Employee Relations Representative.
•Maintain calendars and schedule meetings for Regional and Statewide Labor Management (LM) meetings.
•Format agendas for LM meetings and draft minutes as needed.
•Post approved minutes to DOL’s intranet.
•Process various reports and provide updates as changes occur.
•Update procedures to support the performance management goals of the agency.
•As needed check correct, spelling, grammar; ensure office format policies are followed and recommend revisions.
•Maintain working knowledge of applicable software applications used in the office, such as: SharePoint; Microsoft Office; Human Capital Management (HCM); NYSTEP, and LATS.
•Collaborate with Employee Relations staff on alternate assignments or special projects.
•Other duties as assigned
