Minimum Qualifications Permanent Transfer Candidate: Current NYS Dept. of Health employee with one year of permanent or contingent permanent competitive service as Health Care Surveyor 4 (Nursing) Grade 25 or current Dept. of Health employee with one year of permanent or contingent permanent competitive service in a title grade 23 or higher and eligible for transfer under section 70.1 or section 70.4 under civil service law and able to meet the non-competitive requirements below.
Non-Competitive Candidate (HELP Program): possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level. A master’s degree in nursing can substitute for one year of non-supervisory post-licensure clinical nursing experience.
Preferred Qualifications: Experience with Medicaid Managed Care plans and Medicaid policy.
Duties Description ??The Health Care Surveyor 4 in the Bureau of Program Implementation and Enrollment will serve as the manager of the Bureau’s program implementation and policy team. The incumbent will be responsible for supervising and training lower-level staff, conducting clinical and policy-level reviews of In Lieu Of Service (ILS) requests and serving as a liaison with state and federal partners related to these requests. The incumbent will interpret state and federal policies, rules, and regulations; and represent the Bureau of Program Implementation and Enrollment at meetings and public forums. The incumbent will serve as a policy and surveillance expert for the Integrated Benefit (IB) Dual program. The role requires developing work plans, interpreting regulations, ensuring programmatic quality assurance, performing staff and program assessments, providing expert advice, managing teams, training, and policy development to ensure ILS and IB Dual Program compliance. This will include participation in preparation of survey and surveillance of Managed Care plans. ?
Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 25 ($105,410 - 117,875) and an additional Geographic Pay Differential of $20,000.
