Duties Description Incumbent manages administration of federal grants, contracts, cooperative agreements and procurement of goods and services. This includes ensuring unit staff are trained in the use of federal grant portals, including GrantSolutions, Grants.gov, and TRACS; ensuring federal grants and procurements follow appropriate laws, rules and regulations; ensuring staff are properly tracking all grant activities to assist program managers and outside partners; ensuring staff maintain a good working relationship with MBS staff, outside partners and Division staff. Incumbent manages all Division personnel efforts and works closely with Division management, Division staff and the Bureau of Personnel. This includes working on critical fill requests, posting and canvassing approved positions, preparing hiring packages, providing guidance to program managers on personnel matters, providing guidance to Division staff regarding policies on time and attendance rules, leaves, benefits, etc., and preparing annual OPS spending plan of hourly positions statewide. Coordinate periodic training for Division staff in proper administrative procedures, e.g., procurement, hiring practices for permanent and hourly positions, etc. Supervise Administration Unit, which includes four professional and paraprofessional staff. This includes developing and preparing performance programs/evaluations and assuring unit staff adhere to agency policies, guidance and rules. Contribute to development and implementation of the Section's annual workplan. Other duties as assigned by Division Director, Assistant Division Director and Bureau Chiefs. All duties are carried out in the strictest of confidentiality.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
