Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum qualifications for Assistant Engineer (Environmental)/Engineer Trainee
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
For eligibility under 70.4 transfer or 55b/c, employees must meet the minimum qualifications below. Please note that if applying under the 55b/c, candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55b/c program.
Minimum Qualifications for appointment to Engineer Trainee, NS:
A bachelor's degree or higher in engineering or engineering technology as listed below;
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
OR proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year, you will be advanced to the appropriate appoint-level-changed (PR-50) Grade 20 Assistant Engineer title. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a bachelor's degree or higher as listed below;
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Duties Description Duties and Responsibilities:
1. Become proficient with the petroleum and chemical bulk storage (PBS/CBS) and Spill Response programs, including relevant regulations, technical standards, and guidance documents.
2. Perform inspections of PBS and CBS regulated facilities, produce Notices of Violation and enforcement referrals, and advise the regulated community to ensure compliance with state and federal requirements.
3. Review PBS and CBS facility applications and process registrations/renewals.
4. Prepare, review, and/or approve technical work plans and reports, including environmental investigation reports, remedial work plans, and tank installation/closure documents.
5. Manage investigation and cleanup of spill sites, including PBS/CBS facilities, as assigned.
6. Inspect construction and field work activities for tank closures and installations, emergency spill response scenes, and remedial projects.
7. Manage standby contractors and review and approve payment packages as needed.
8. Provide technical guidance and engineering support to the unit.
9. Respond to public inquiries regarding the Spill and PBS programs.
10. Track activities and maintain project files in UIS, DECDOCs, and other electronic systems.
11. Complete required technical and safety training.
12. Act as an off-hour duty officer, as assigned, by evaluating and coordinating off-hours response to spill notifications.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must provide 24-hour response on a rotational basis and work during normal business hours. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
