Minimum Qualifications This title is part of the New York State Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55b/c, candidates must meet the open competitive minimum qualifications for:

Training Specialist Trainee 1, NS (Equated to G-13)
A Bachelor’s Degree or higher.

Training Specialist Trainee 2, NS (Equated to G-14)
A bachelor’s degree and one year of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills and abilities of employees to enable them to carry out an agency’s mission, OR a Juris Doctor, master’s or higher degree in a field related to the position being filled**.

Training Specialist 1, G-18
A bachelor’s degree and two years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills and abilities of employees to enable them to carry out an agency’s mission, OR a Juris Doctor, master’s or higher degree in a field related to the position being filled** AND one year of professional experience*

*Professional experience must be performing the duties of the full performance level position.

Advanced placement to the trainee 2 or SG-18 level may be possible depending on education and experience and subject to agency approval.

Duties Description The incumbent of this position will be responsible for developing and presenting training programs to staff and government employees or other parties; and developing and administering contracts for providing training services to staff and government employees and other parties.

Specific duties include, but are not limited to:
Planning, developing, coordinating, scheduling and evaluating a variety of trainings including:

• Marine Law Enforcement (MLE) trainings
• Marine Patrol Vessel Operator’s Courses (MPVOC)
• Law Enforcement (LE) trainings
• Annual Snowmobile Law Enforcement Development School (SLEDS)
• ACA accredited Kayak trainings
• Procuring necessary supplies and equipment for trainings
• Developing and facilitating the application for accreditation through the National Association of State Boating Law Administrators (NASBLA) BOAT Program, providing even more standardization in the MLE realm
• Research and disseminate training announcements and educational opportunities for the following:
o Bureau employees
o Parks employees
o General public
o Law Enforcement agencies

Provides technician assistance in developing and updating training policies, and updates training manuals using appropriate resources and with assistance and review by supervisors.

Additional Comments The candidate for this position must:

*possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment

*have experience in the MS office suite of products, specifically Outlook, Word, Excel, and Access.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
