competitive basis or held a title as indicated under the transfer

Transfer Eligible - One year of permanent competitive service at
Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.
or
Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications below;
Open competitive minimum qualifications (provided for 70.4
transfer eligibles): a New York State Professional Engineer's
license and current registration AND one year of engineering
experience in sanitary, public health or environmental
engineering.
If there is a viable promotion examination eligible list (three
acceptors) for this position, candidates who qualify based on
70.4 transfer or under the 55-b/55-c options cannot be
considered.

must meet the open competitive or promotion qualifications
below and receive, or have received, a passing score on the
online Civil Service examination for the Professional Engineer 1

Oversee implementation of the Volkswagen Settlement, Clean Transportation NY Beneficiary Mitigation Plan
• Ensure continued development of medium- and heavy-duty nitrogen oxide emissions reduction projects by engaging with potential candidate projects and NYS project sponsors.
• Draft and amend cooperative agreements as necessary.
• Review biannual reporting and project documentation as provided by Project Sponsors, and prepare compiled NYS submission to the Volkswagen Settlement Trustee.
Act as lead rule writer for heavy-duty vehicle and equipment regulatory adoptions and revisions
• Develop new rulemakings based on California Air Resources Board (CARB) rules and any NYS legislative initiatives.
• Revise existing regulations to maintain identicality with CARB rules.
Implement and enforce NYS-adopted medium- and heavy-duty vehicle regulations.
• Coordinate with CARB staff, original equipment manufacturers (OEMs), and other stakeholders to ensure proper application of regulatory requirements.
• Ensure that OEM reporting requirements are timely and accurate.
• Coordinate any enforcement actions with DEC counsel and Division management.
Engage with multi-state organizations on charging infrastructure siting and regulatory implementation issues.
Assist with other medium- and heavy-duty vehicle program tasks as required.
Supervise engineer trainee and/or assistant engineer staff.
Essential Functions:
• Ability to understand and manipulate higher level computer software programs.
• Ability to understand and effectively convey regulatory language and concepts to others including the general public.
• Possess strong written and verbal communication skills.
• Ability to maintain and continually broaden a working knowledge of technology intensive, mandatory programs.
• Capable of participating in the Division’s work planning effort including good organization skills and professional working relationships.
• Ability to travel to meetings, training, and conferences as required. Able to represent the Department at meetings, conferences, and other public appearances.
• Capable of dealing effectively with the public, contractors, other governmental entities, and other non-governmental agencies.
• Possess good management skills.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
