Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment to an Accountant Trainee 1, you must have either:

1) A bachelor's degree in accounting, auditing, or taxation OR

2) A bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

To be considered for appointment to a Senior Accountant, you must have either:

1) A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses* and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles+ OR

2) A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles+ OR

3) A currently valid Certified Public Accountant license and registration issued by New York State.

*Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

+Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.


COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description The Division of Housing and Community Renewal is seeking an accountant for the Mortgage Services Unit within the Office of Financial Administration. The duties include the following:

Invoicing - Prepare and mail out annual invoices for mortgage interest and mortgage principal due from projects. This includes updating statewide housing system database and spreadsheets.

Financial Statements - Monitor and review financial statements, including Excess Income Calculations. Notices for missing financials are sent to program area. Inform
projects if corrections to Excess Income calculation results in change to amount owed.

Dunning Letters - Track, prepare and send Dunning Letters to projects that have not paid timely. Notices sent to programs areas.

New Notes - Enter new Promissory Notes into the tracking system, including all necessary Excel spreadsheets and databases.

Ensure Subsidy Notes and Participation Certificates and other applicable information is obtained before funds are disbursed.

New Projects - Identify for program areas any applicant for new funding who is currently delinquent.

Maturing Notes - Send Maturing Promissory Note letters at the 1-year and 4-months before maturity. Notify program and Legal department as to Notes Maturing in
the current and next calendar years.

Audit Confirmations - Complete audit confirmations.

Review and identify discrepancies or issues in contract forms and mortgage documents ie. Promissory Note, etc.

Assist program, Legal, Project Owners and auditors with inquiries and requests, including questions regarding excess income and
invoicing, and amounts due at time of sale or transfer.

Audit schedule - Update Audit Schedule and Monthly Audit spreadsheets for all disbursements, mortgage principal paydowns, deposits received, amount invoiced, construction interest, additional interest due, amount of
amortized loans etc.

Procedures - Review procedures periodically for Mortgage servicing and assist in updating as needed.

Audits - Provide all information regarding to Mortgage Servicing and bank accounts, as requested.
