Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
High school or high school equivalency diploma; and three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be a NYS employee and eligible to transfer by
having at least one year of permanent service in a qualifying
title; OR be active and reachable Candidates must be a NYS
employee and eligible to transfer by having at least one year of
permanent service in a qualifying title; OR be active and
reachable on the Civil Service eligible list that fills this title.
Transfer qualifications: Candidates must be eligible for transfer
under Section 70.1 of the Civil Service Law.
Duties Description The incumbent must be able to perform the following essential functions:
- Utilize a variety of software, word processing, and database applications to make inquires, updates and changes to various systems, databases, and spreadsheets. Learn, maintain, and update skills in computer technology.
- Assist in the review, evaluation, and analysis of reports; process updates and corrections as needed.
-Work with and adhere to weekly deadlines for transaction processing.
- Communicate effectively via telephone, in writing and/or in person with a variety of staff, other agency personnel.
- Demonstrate initiative, self-motivation, a strong work ethic, a commitment to the success of assignments with a strong attention to detail, and the ability to work well in a team environment as well as independently.
- Research and respond to complex inquiries from employees, supervisors and managers regarding issues utilizing a variety of resources.
- Perform tasks effectively in both an individual and team-based environment.
- Multi-task and prioritize assignments; organize workload and files for all assignments.
- Be detail-oriented and follow through with all aspects of assignments through completion.
- Organize and maintain files, create various reports, spreadsheets, and charts for the bureau manager.
- Maintain confidentiality of information and exercise good judgement.
- Other duties/projects as assigned by management.
- Meet the Department time and attendance rules and regulations.
