Minimum Qualifications Bachelor's Degree preferably in Criminal Justice, Computer Science, Information Technology, or closely related field AND ten (10) years of increasingly responsible experience, including the successful management of various projects. Qualifying experience must include having served at least five (5) years as a director of a DCJS-sponsored Crime Analysis Center and must include responsibility for implementation of Program goals and objectives within established budgets and supervision or coordination of staff to achieve specific goals and objectives in the fields of general services, records management, or information technology.


Preferred Qualifications:

• Experience with RFP/RFQ processes, contract proposal/negotiation, procurement, and policy development.
• Experience working with Federal, State, and local governmental entities and community-based organizations.
• Project management education, training, and/or certification

Duties Description Under the supervision of the Deputy Commissioner of the Office of Crime Analysis & Strategic Partnerships (OCASP), the incumbent of this position will be responsible for the oversight of the Crime Analysis Center (CAC) network. The incumbent will be required to possess senior management experience in the areas of policy and strategy development, network and computer systems administration, project management, budgets, contracts, and executive-level communications. This management position will be required to work directly with Executive staff within DCJS and other state agencies in the areas of facilities management, operations, information technology, finance, and legal services.

The incumbent will have responsibilities to include, but not be limited to:

• Provide oversight for the DCJS Crime Analysis Center network (currently 10 Centers);

• Supervise, mentor, and evaluate the performance of the Crime Analysis Center directors;

• Oversee and direct the establishment of new Crime Analysis Centers;

• Establish long- and short-term strategic plans;

• Formulate policy and participate in determining objectives and processes;

• Assist in the preparation of programmatic budget forecasts and annual budgets;

• Assist in the preparation of planning and funding documents, including grant proposals, budget justifications, technology/business plans and legal agreements, as required;
• Provide regular written and oral status briefings to the OCASP Deputy Commissioner, Executive Deputy Commissioner and Commissioner, as requested;

• Conduct regular site visits to each of the Crime Analysis Centers;

• Identify and address obstacles associated with multi-jurisdictional information sharing; and

• Identify new technology products for possible purchase and coordinate reviews.
