Minimum Qualifications Non-Competitve Appointment:
Candidates must have a bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: iciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
Transfer:
Candidates must have one year of permanent status as a Business Systems Analyst 2, and be eligible for lateral transfer OR be eligible to transfer via Section 52.6 of the Civil Service Law.
Duties Description The Business Systems Analyst 2 will serve as a liaison between OMH clinical and business stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to clinical business processes, policies, and information systems including support of OMH clinical programs.
Specific duties include, but are not limited to, the following:
• Conduct general research and information gathering related to business requirements for improvement or automation of simple business processes or functions.
• Researching and documenting the current or "as-is" state of the relevant business process or function.
• Provide technical assistance for OMH Central Office and facility staff, and the end users for OMH IT systems.
• Utilizing basic requirement elicitation techniques such as individual interviews, surveys, and documentation reviews to develop workflow processes.
• Create reports and/or flow charts describing current business workflow and processes.
• Assist in gathering requirements for larger more multi-faceted projects or systems and internal or external interfaces with these systems; creating process, data, or other models utilizing modeling techniques requiring a lower level of training and experience.
• Function as a recording analyst on more complex projects.
• Conduct specific system tests utilizing test scenarios developed by senior analysts.
• Train end user staff on new procedures and software.
• Create training and procedure manuals for end users.
• Performing post implementation review and assessment.
• Identify, analyze, and resolve issues for existing systems resulting from errors detected during implementation or in production.
• Actively support users of OMH Clinical Software by maintaining a rotation on the MI Support helpdesk.
• Provide real-time support for approved telecommuting staff by maintaining a rotation on the Remote Access helpdesk.
• Supervise a Team of BSA 1’s.
