Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Applicants must possess one year of clerical experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 7 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The incumbent to this position would be responsible for, but not limited to the following:

• Respond to telephone, mail and email inquiries to the Secretary’s Office from the public, individuals with business before the Members of the Authority and agency staff.
• Prepare calendars for meetings of the Members of the Authority, including document review and data entry into the agency’s electronic data bases.
• Assist with meetings of the Members of the Authority, including pre-meeting videoconference and webcast preparations, tracking attendance, etc.
• Assist in scheduling meetings, including updating agency website with upcoming meeting dates and agendas.
• Prepare documents reflecting actions taken at meetings of the Members of the Authority and data entry of such information into the agency’s electronic data bases.
• Notify licensees and applicants, and their representatives, of scheduled meeting date for their respective matters.
• Issue written notification of decisions made at meetings of the Members of the Authority.
• Issue and distribute orders of revocation, cancellation, and suspension of licenses.
• Contact insurance companies with respect to claims made against licensees’ surety bonds.
• Process “non-calendar” disciplinary items.
• Record receipt and deposit checks submitted for payment of fines, license fees, etc.
• Assist with the processing of refund requests and returned checks.
• Administrative support for agency’s Alcohol Training Awareness Program record keeping.
• Assist in maintaining accurate records of the Secretary’s Office and preparing any necessary reports.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
