No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:
**Selected candidates must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
There are no minimum qualifications for appointment to the Office Assistant 1 (Keyboarding) position**. Please review the desired competencies section of this posting for desired qualifications.

Competitive Minimum Qualifications:
Interested candidates must be reachable on the Beginning Office Assistant 1 (Keyboarding) eligible list or eligible to transfer under Section 70.1 of the Civil Service Law or a 55 b/c eligible candidate**.
To be eligible for a 70.1 transfer, an individual must have one year of permanent competitive service in a qualifying title allocated to a salary grade 6 or higher**.

Duties Description Ensures that various reports and other materials requiring keyboarding are completed thoroughly and accurately, in a timely fashion, while responding to incoming calls pertaining to death reporting and basic loan questions
• Prepares responses to letters concerning program, policies and procedures for upper management’s signature
• Reviews and completes incoming written correspondence and reports to determine their significance. Makes recommendations to upper management or refers to appropriate person(s) for timely reply.
• Documents and remits to upper management various statistical reports
• Uses various software applications such as Microsoft Word, Access and Excel to maintain and update Bureau informational reports (ex: phone listings) as well as complete stationery reports (i.e. Lost Check, Active Member Death, and Beneficiary Help Find)
• Completes member and pensioner address changes
• Types address labels (new address or large envelope) as necessary
• Resolves calls from customers concerning death and loan questions; if the calls warrant further assistance, relays the calls to the appropriate parties

Assists contemporary Office Assistant 1 staff as necessary to provide back-up and support to the Director’s secretary within the Call Center
• Attends meetings as necessary, preparing summaries of the discussions and posting them where appropriate for review and reference purposes.
• Responds to incoming correspondence from customers
• Takes calls intended for the Director and/or Assistant Director in their absence, documenting all pertinent information and relaying it to the appropriate party(ies) in a timely manner
• Makes travel arrangements for the Assistant Director as necessary
• Schedules meetings for executive management
• Greets people visiting the Call Center, and guides them to appropriate staff as necessary
• Ensures purchases of necessary work-related items for Bureau staff

Additional Comments Desired Competencies:
• Possesses effective keyboarding, grammatical, written and proofreading skills
• Performs tasks accurately and within specific time frames
• Exhibits excellent interpersonal skills with staff, and with customers as necessary
• Operates a personal computer and effectively demonstrates a working knowledge of customized Lotus Notes Databases, the PeopleSoft system, the Retirement System’s MEBEL database with its 60 different case types and 180+ action codes, the Internet and OSC’s Intranet in order to access Retirement Systems’ laws, policies and procedures

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
