Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

A bachelor's degree or higher in engineering or engineering technology as listed below;

Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

OR proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.

Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.

NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year, you will be advanced to the appropriate appoint-level-changed (PR-50) Grade 20 Assistant Engineer title. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

The incumbent will perform the following duties under the supervision of senior program staff in the Division of Materials Management:
• Reviewing applications for Solid Waste Facility (consisting of landfills, transfer stations, recycling facilities, organic facilities (composting, land application, mulch, etc.), scrap yards/junk yards, waste tire sites, construction & demolition (C&D) facilities, and regulated medical waste) registrations and permits.

• Conducting field inspections at regulated facilities to determine compliance with regulations and permits/registrations.

• Working with permitting staff to write permits for Solid Waste Facilities.

• Assisting staff and the Office of General Counsel in materials management cases.

• Monitoring and inspecting hazardous waste management facilities subject to the Resource Conservation and Recovery Act (RCRA).

• Preparing inspection reports, notices of violation, and initiate enforcement actions to address violations, as necessary.

• Providing RCRA technical assistance to the public and regulated community.

• Responding to FOIL requests using DEC's GovQA software.

• Analyzing data to evaluate the environmental impacts of active and inactive facilities.

• Providing technical support to law enforcement, legal, and other division staff in the investigation of illegal sites.

• Evaluating submittals for compliance with regulatory and technical standards.

• Responding to and investigating complaints.

• Preparing and presenting results of analyses, inspections, and research assignments to managers and other department staff.

• Assisting in maintaining files, including electronic files, and assisting in maintaining the Division of Materials Management databases.
• Promoting recycling & sustainability by providing outreach & education.
Essential Functions:
Must be competent with Microsoft Excel, Word and Power Point. Must be able to manage multiple projects and work both independently and in a team environment. Must be able to read and interpret regulations, technical documents, and engineering plans. Must have strong verbal and written communication skills. Must be able to interact effectively and professionally with other department staff and the general public.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Telecommuting may be available, will be discussed at interview.

Work hours can begin between 7:30 AM and 9:00 AM and the end time will be adjusted accordingly
to accommodate a 7.5-hour work day.
