Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 4, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-23 and deemed eligible for transfer to Health Systems Specialist 4, G-25 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Consultant Nurses, Principal Sanitarian, Health Program Administrator 1, Standards Compliance Analyst 2.
Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Consultant Nurse (Hospital Nursing Services Administration), Consultant Nurse (Community Nursing and Home Health Services), Health Systems Specialist 3, Health Systems Specialist 3 (Emergency Medical Care), Hospital Nursing Services Consultant, Health Care Surveyor 3 (Nursing), Health Care Surveyor 4 (Nursing), Principal Sanitarian, Regional Medical Care Administrator, or Senior Nutrition Services Consultant.
Preferred Qualifications: Ability to act independently while handing competing priorities; experience with surveillance of Long-Term Care Facilities; Surveyor Minimum Qualifications Certification Test (SMQT) certification; experience analyzing and understanding laws and regulations, especially those related to Long-Term Care Facilities; project management experience, including tracking and reporting statuses; excellent organizational, written, interpersonal and communication (both written and verbal) skills and strong attention to detail; and experience with supervision of staff, including training and performance evaluations.
Duties Description The Health Systems Specialist 4 serves as an Adult Care Facility Program Supervisor. Duties include, but are not limited to planning and implementing survey scheduling; providing direction/guidance to survey teams regarding the survey process; supervising designated program staff; overseeing and performing quality assurance/improvement activities; reviewing Statements of Deficiencies (SODs) and Plans of Correction (POCs) to assure that documents are prepared in accordance with state performance standards; identifying staff training needs; and providing appropriate interpretation and application of federal and state regulations and statutes to inquiring providers as well as conducting surveillance activities. Additionally, the HSS4 may function as the Assistant Program Director.
Additional Comments This position requires travel at times to areas unserved by public transit.
This position requires the passing of the Surveyor Minimum Qualifications Certification Test (SMQT) within one year from date of hire.
