Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Applicants must possess three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The incumbent of the requested position will perform a variety of duties in relation to processing HR transactions. Duties may include, but are not limited to:
• Supervise clerical staff, lead daily “huddles” for team members and assign work as appropriate.
• Conduct both written and telephone communications and prepare correspondence to customers, personnel liaisons, and program administrators in response to their questions and requests.
• Provide administrative support to all Business Services Center Human Resources teams, including coordinating responses to HR wide inquiries, serving as the liaison between BSC HR and support on FOIL requests, scheduling meetings and preparing agendas for HR teams, preparing recommendations for appointments for selected candidates and coordinating and updating the HR project assignment tracker.
• Give advice and assistance in the performance of tasks related to the assigned service line.
• Provide consistent quality customer service to all Business Service Center customers (i.e., customer agencies, state employees, personnel liaisons, etc.).
• Act as liaison to identify and resolve system issues.
• Resolve staff’s issues.
• Request help desk tickets, monitoring, and following up as needed.
• Coordinate testing of program enhancements.
• Utilize knowledge of Excel and other computer skills to analyze data.
• Participate in BSC projects.
• Contribute to the development of short-term and long-term goals and objectives.
• Assist customer agencies in resolving exceptions and processing issues.
• Assist in special projects such as preparing training materials, maintaining databases, and preparing reports.
• Assist with maintaining and updating the Business Service Center HR’s internal SharePoint site.
• Handle projects as directed by Service Line managers.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
