To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Open Competitive: Four years experience in the operation and maintenance of at least THREE of the following types of self-propelled heavy construction equipment: excavators, graders, pavement wideners, bulldozers, heavy dump trucks with a plow and wing configuration, pavers, front end loaders, and backhoes.

At the time of appointment, and continuously thereafter, you must have a valid New York State Class A Commercial Driver’s License without any of the following restrictions: no air brake, automatic transmission, or no tractor/trailer CMV. A valid New York State Class B Commercial Driver’s License without an air brake restriction, or its equivalent from another state or territory, will be required at the time of the performance test.

At the time of interview, you may be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.

Note: Cannabis use is not permitted for employees in this title and assignment.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The Equipment Operator Instructor, under the general supervision of a Supervising Equipment Operator Instructor, conducts assessments to determine the ability of staff to operate equipment; conducts training programs in the proper operation and maintenance of a wide variety of self-propelled construction equipment, such as small and large trucks (including those used in one-person plowing), loaders, excavators, graders, pavers, snow blowers, bulldozers and rollers on both an individual and group basis; instructs operators and supervisors in proper safety procedures; demonstrates equipment maintenance procedures; corrects deficiencies; prepares operators to obtain Commercial Driver's Licenses and learners permits; and certifies equipment operators and supervisors in the use of equipment.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Extensive travel may be required both within region and statewide.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The starting salary for this position is $56,925. This amount is comprised of the base salary of $47,925 with an additional geographic pay differential of $9,000, specific to this title and location.

Cannabis use is not permitted for employees in this title and assignment. Cannabis use will be tested for during the pre-employment screening process and may be the basis for disqualification for employment or may be a basis for removal from employment.

Pursuant to Executive Order 161, no State entity, as defined by the Executive Order, is permitted to ask, or mandate, in any form, that an applicant for employment provide his or her current compensation, or any prior compensation history, until such time as the applicant is extended a conditional offer of employment with compensation. If such information has been requested from you before such time, please contact the Office of Employee Relations at (518) 474-6988 or via email at info@oer.ny.gov.

The New York State Department of Transportation is an equal opportunity/affirmative action employer. Women, minority group members, disabled persons and Veterans are encouraged to apply. Upon request, reasonable accommodations will be provided for the disabled.
