Minimum Qualifications Permanent Qualification: A permanent or contingent permanent Lottery Marketing Representative 1, SG-16, who is interested in accepting a new territory. Preference is given to employees within a region first before transfers between regions can occur.

OR

Eligible List Appointment: Reachable for appointment from the current LMR1 OC eligible list.

OR

Open to the Public: Minimum Qualifications: 1. Six years of experience managing a retail business, servicing retail sales accounts or marketing products (including advertising, marketing communications, product research, or promotion). Experience limited to the duties of general sales clerking, cashiering, or stocking shelves, is NOT qualifying.

Or 2. an associate degree and four years of above experience.

Or 3. a bachelor’s or higher degree and two years of above experience.

Substitution:
Either A. Successful completion of twelve or more semester credit hours in marketing may be substituted for one year of the experience. These credits must be in addition to any credits that were received as part of the degree program. (Please include a copy of your college transcripts with your application).

Or B. One year of full-time retail experience in management where 30% or more of your time was spent managing lottery products may be substituted for one year of the required experience.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description Reporting to the Supervising Lottery Marketing Representative, SG-18, the Lottery Marketing Representative 1, SG-16 assists with the sales, marketing, merchandising, and training efforts of the Lottery by directly working with Lottery retailers within an assigned territory. Duties include, but are not limited to, the following:

• Works with Lottery retailers in an assigned territory to assist with maximizing sales at their location, including in person visits, telephone/virtual calls, email correspondence and other methods of communication as appropriate

• Visits retailers in the assigned territory on a regular cycle

• Collaborates with retailers on Scratch-Off Game efforts, including accounting, inventory management, ordering, returns, and merchandising display

• Delivers marketing and merchandising pieces to retailers as part of regular route of visits, including carrying materials of varying weight and sizes from their vehicle to retailer locations and assembling or setting up displays as needed

• Educates retailers on available games, promotions, equipment and its use, best practices (such as price point mix, merchandising), and policies and procedures; reinforces methods and concepts from retailer onboarding and training with real world training and assistance as needed

• Coordinates winner awareness communication efforts at the in-store level

• In coordination with retailers, proposes locations for new equipment installation, including marketing displays and vending machines; provides equipment justification and submits requests for approval at the regional and Lottery HQ levels

• Tracks performance of equipment, including terminals and vending machines, to ensure equipment is allocated optimally at retail locations

• Assists retailers in reporting problems and resolves concerns on the part of retailers where possible, including working with vendor partners on issues related to equipment maintenance and product and supply orders and delivery

• Visits and recruits potential new Lottery retailers, including conducting official on-site evaluations at retail locations currently in the licensing process, as assigned

• Completes sales projects as assigned by regional/Lottery management

• Keeps service history and retailer information up to date in Sales Wizard, or similar applications, including contact info, facings, equipment, and photos

• Maintains daily reports of visits to retailers

• Prepares required reports, such as vehicle usage reports and expense reports

• Attends promotional events in their local area in support of Lottery marketing efforts

• Ensures Lottery retailers are compliant with Lottery policies and procedures

• Refers potential safety, security and regulatory issues to Lottery Integrity and Investigations Unit

• Travels extensively on a near-daily basis to visit retailers within the assigned territory

Additional Comments Travel Requirements: Appointment to this position requires extensive travel within a designated area of assignment below:

Region 4 / Office 3 Schenectady – 230 locations plus any additions, in the counties of Montgomery, Fulton, Schoharie, Schenectady, Herkimer, Saratoga, and Hamilton

Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.

PROHIBITION AGAINST PLAYING AND WAGERING

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets
or claiming Lottery prizes. Commission employees are prohibited from wagering upon any interactive fantasy sports, horse racing, commercial gaming, Indian gaming and charitable gaming activities within the State. The prohibition against any wagering upon any horse racing, Indian gaming and charitable gaming activities within the State, however, does not apply to family members of Commission employees.

To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether or not the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
