Minimum Qualifications A bachelor’s or higher degree AND:
Either A. three years of business analysis* experience.

Or B. possession of a Level 2 or higher International Institute of Business Analysis certification** (Certification of Capability in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) AND one year of business analysis* experience.

*Business analysis experience is defined as experience where your primary duty was performing at least three of the following five activities:

1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3. Describing in a comprehensive written document what the system, process, or product service must do to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and can achieve the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Duties Description Under the direction of the Project Assistant (SG 25), the Project Assistant (SG 23) will be responsible for participating in the delivery and implementation of the Human Capital Management (HCM) system. The primary responsibilities include, but are not limited to:
• Translate business requirements into functional and technical specifications or change requests using standard specification templates, workflow, and system diagrams, and/or other clarifying documents.
• Assist with the requirements documentation and tracking for the HCM system.
• Participate in impact analysis of re-engineered business processes.
• Assist with the maintenance of the requirements traceability matrix.
• Assist in the development of test scenarios and test plans.
• Participate in fit/gap analysis to determine system configuration needs.
• Evaluate project artifact and re-engineered business process adherence to Office of the State Comptroller standards, procedures, and guidelines.
• Work with project staff, consultants, end users, and other stakeholders to elicit and document Human Resources business and system processes.
• Assist in the development of business procedures, instructional documentation, and training materials for end users.
• Coordinate and participate in the delivery of end user training and support.
• Execute change management activities.
• Assist with the delivery of business analysis training to current and new staff.
• Clearly and concisely communicate with team members and stakeholders.
• Lead, direct daily work, and perform the full range of supervisory responsibilities for two Business Systems Analyst 1s (SG 18)

• Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint)

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
