Minimum Qualifications NY HELPS: A bachelor's degree and two years of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Duties Description Within the Division of Health Care Plan Contracting & Oversight, Bureau of Managed Care Certification and Surveillance (BMCCS), the incumbents are responsible for management of activities related to ongoing certification and surveillance of Managed Care Organizations (MCO) to ensure compliance with Public Health Law Articles 44 and 49 as well as 10 NYCRR Part 98 and the Medicaid Model Contract.
Specific duties and responsibilities may include but are not limited to:
• Assist in the review and evaluation of operations of health insurance plans and providers, identify deficiencies, and propose corrective actions to ensure compliance with DOH and federal laws, rules, and regulations.
• Analyze state and federal legislation related to managed care and review for impact on existing program operations.
• Draft reports, policies, and procedures for internal and external review and distribution.
• Issue written correspondence with MCO’s once approved.
• Communicate with Managed Care Organization (MCO’s) staff and BMCCS management regarding DOH policy changes, guidance, or anticipated activities.
• Assist in the development of surveillance methodology, tools, and protocol.
• Track open surveys, statements of deficiencies and plans of correction to ensure timelines are met.
• Enter required information in databases used by BMCCS to ensure data collection and reporting is complete.
• May supervise paraprofessional and/or clerical staff.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
