Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must have either:
1). A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
OR
2). A New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55b/c service in a title eligible for transfer under the provisions of Section 70.1 of the Civil Service Law.
Duties Description Under the direction of the Director of the Design Bureau, the incumbent of the position performs planning, scoping, scheduling, field investigation, design calculations, detailing development, plan review, contract development, consultant management and construction support for a portfolio of infrastructure project types that exist as part of the canal system of locks, bridges (static and movable), water impounding embankments, reservoirs, buildings, roads, retaining walls, water control structures, breakwaters, guide structures, culverts, multiuse trails, and other civil infrastructure assets. Duties are as follows:
• Manage the scoping and design phases of multiple active capital infrastructure rehabilitation and/or replacement projects included within the approved Capital Program Budget, as well as multiple consultant design assignments related to these projects.
• Project planning including scheduling, cost control, environmental impact assessment and any effect on historic preservation.
• Ensure consultant design work is completed in compliance with the Canal Corporation’s policies and needs as well as the regulations of Federal or State agencies (e.g., USACE, NYSDEC, NYS SHPO, NYSDOT) that may apply to Canal projects.
• Review and approve all types of project investigative reports documenting existing conditions and proposed repair, rehabilitation & replacement solutions.
• Review proposed construction drawings, specifications and cost estimates prepared by design consultants.
• For each construction project to be let, prepare a bid package for advertisement; assist Canals/NYPA Procurement during the bidding phase, review bids, prepare bid analysis and award recommendation memos.
• Provide engineering support during construction of capital projects and assist in the resolution of issues related to project designs.
• Complete field work as necessary for project management and to assist canal maintenance as needed.
• Provide engineering support to the operations and maintenance staff as needed for other canal projects.
• Prepare reports, memos, plans and details to support the various projects in the Capital Program Budget for submission to management.
• Develop and complete the execution of agreements and permits necessary for the progression of construction projects such as highway permits, access agreements, utility agreements, funding agreements and maintenance agreements, etc.
• Partner with other functional areas to recommend and develop improvements to organizational policies and procedures.
• Perform a variety of other general engineering related duties as assigned, including the supervision of lower level engineering staff.
