Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience: Eight years of experience** in building construction, which must have included at least two years of managing multiple building construction projects AND experience managing building construction projects that include responsibility for three or more of the following areas:
• construction planning
• cost estimating
• project scheduling
• material purchasing
• resource management (including labor, material, and equipment scheduling)
• contract document reading and interpretation.
One year must include supervision of subordinate staff.
**Applicable degrees in related fields will substitute for experience as follows:
• Associate’s degree: two years of required experience.
• Bachelor’s degree: four years of required experience.
• Master’s degree: five years of required experience.
• Doctorate degree: six years of required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 25 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Duties Description • Coordinate the activities of the regional staff.
• Ensure quality control by consulting with construction management firms and design firms for each individual project component of the agency’s program.
• Confer with construction supervisors, consultants, and D&C management regarding progress of assigned projects and any construction issues and/or problems that are anticipated or arise.
• Anticipate and resolve problem areas with scheduling, change orders, and other construction completion complications to maintain program schedules.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
• Frequent travel is required.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
