Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Open Competitive:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:
Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

Duties Description The NYSDOT Project Management Office (PMO) is seeking qualified candidates to join the Construction Management Bureau. The Construction Management Bureau provides leadership, management, technical support, and oversight of the Department’s Design-Build projects from notice to proceed through project completion. As a member of the Bureau, you will play a critical role in the delivery of NYSDOT’s largest and most complex capital projects by using your knowledge and expertise of design, construction, and project management practices to assist with managing the execution of these projects.
Under the supervision of a Project Manager, duties may include some of the following:
• Serve as an Assistant Project Manager during the execution phase (construction) of Design-Build projects, providing leadership and support to the Regional Project Managers, Design Quality Assurance Managers (DQAE), and Construction Quality Assurance Managers (CQAE);
• Support the delivery of major Design-Build Projects:
• Assist Project Managers with managing project designs, construction, and schedules to deliver quality projects on-time and on-budget;
• Assist with interpreting standards, RFP requirements, and policy;
• Assist with timely resolution of project issues and dispute avoidance;
• Assist with evaluating and responding to extra work claims and requests for time extensions;
• Assist with maintaining consistency of the delivery of the Design-Build program;
• Assist with reviewing, monitoring, and reporting of project statuses;
• Support the quality processes of active Design-Build projects under construction:
• Develop criteria to evaluate projects for compliance with the quality process of active Design-Build projects;
•Audit and report on Quality Control and Quality Assurance processes implemented by the Design-Builder and the Department, respectively, for consistency and for adherence to Design-Build program requirements; and
•Review project data for compliance with the project requirements and Department standards.
•Support the Critical Path Method (CPM) Scheduling Section:
•Understand the sequence of construction operations to assist with the review of contract or owned progress; analyze delays and quantify schedule impacts;
•Assist with resolving difficult or complex time related project issues;
•Train field staff on how to read and interpret schedules, and how to use P6 software.
This position also requires:
•Excellent oral and written communication skills;
•Ability to negotiate fairly and resolve conflicts;
•Ability to research, compile, organize, analyze, and evaluate information from a variety of sources and prepare recommendations and proposals to upper management;
•Ability to conduct meetings and make presentations/trainings to groups;
•Ability to represent the Project Management Office in a variety of work teams to develop and improve program and project management policies, procedures, guidance, and manuals;
•Efficient use of available resources;
•Ability to manage consultants working on behalf of the PMO;
•Ability to prepare, update, and/or review Engineering Instructions, Engineering Bulletins, policies, procedures, guidance, special specifications, and training manuals related to project management and construction contract administration;
•Periodic travel to project Field Offices and/or Regional Offices (occasional overnight travel);
•Experience and knowledge of the planning, design, construction, and maintenance of highways and transportation facilities; and
•Ability to coordinate with Federal Highway Administration and other external agencies and organizations.
Candidates are not expected to have expertise in all the items listed above.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education.
