Minimum Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent competitive service as a Health Care Surveyor 2, G20, or community Nursing Services Consultant Home Health Services 1, G18 and eligible for transfer under Section 70.1 or the Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent competitive service in a title G18 or higher and meeting the non-competitive minimum qualifications listed below.
Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.
Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.
Preferred Qualifications: Professional experience as an RN in an acute care setting and familiar with the hospital surveillance process and State and Federal Laws and Regulations. The candidate must be highly motivated, possess excellent interpersonal, critical thinking, organizational and problem-solving skills; ability to function independently and work as a member of a team, prioritize and address multiple tasks and responsibilities; scheduling expertise. Must have a strong knowledge of databases and be computer literate. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing health care facilities and health care providers in New York State.
Duties Description Under the direction of the HCS 3 or 4 , the HCS 2 will conduct and participate in federal and/or state surveys, conducting surveillance activities at various health care facilities throughout the MARO region, to determine compliance with federal and state regulations. The HCS 2 is also responsible for preparing Statements of Deficiency using Principles of Documentation and reviews and approves Plans of Correction within required timeframes. May also review facility policy and procedures for Certificate of Need and conduct onsite pre-opening surveys for licensure.
Additional Comments Permanent, full-time (transfer) or temporary pending exam. This position involves travel throughout the region which may include locations not served by public transportation. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in title. Candidates appointed temporary will have to be reachable on the continuous recruitment eligible list noted above within 90 days of start to continue employment.
Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T SG20 ($81,720-$91,381) plus an additional Geographic Pay Differential of $35,000 and an additional $3,400 Downstate Adjustment.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
