Minimum Qualifications Seven years of experience conducting best value solicitations for New York State, including one year of supervisory experience.

The following degrees may substitute for the general experience as indicated:

- Associate’s degree and six years of experience

or

- Associate’s degree including 15 semester credit hours in computer science and five years of experience

- Bachelor’s degree and five years of experience

Duties Description Under the direction of a Contract Management Specialist 4, M-4, the Project Coordinator will reside in the Vendor Sourcing and Management Organization (VSMO) unit of ITS. This position will oversee a Procurement team responsible for conducting Best Value RFQs off of OGS centralized contracts and other procurements as assigned by the CMS4. The incumbent will be responsible for the overall management and oversight of their assigned unit, ensuring compliance with State Finance Laws and ITS Policies, while ensuring the smooth day to day operation of their team.

Duties include, but are not limited to:
• Oversee a unit responsible for conducting Best Value RFQs off of OGS Centralized contracts and other procurements as assigned by the CMS4 to ensure that all applicable laws, rules, and regulations are followed;
• Review procurement records to ensure that all applicable laws, rules, and regulations are adhered to and that proposed contracts represent the "best value" to the State;
• Oversee and coordinate the administrative, technical and financial evaluation of proposals;
• Responsible for the full range of activities associated with procurements including scope review, vendor pre-bid meetings and debriefings, issuing solicitations, receipt and evaluation of bids, conducting technical evaluator training and coordinating evaluations, preparing award recommendation memoranda, finalizing agreements with vendor as needed;
• Collaborating with internal ITS program clients to ensure proper scope development and adherence to procurement timelines;
• Help ensure current procedures and policies are kept up to date to address changes in the laws and regulations, collaborating with the ITS Division of Legal Affairs (DLA) to ensure current procurement laws, rules, and regulations are being followed;
• Collaborate with all control agencies, including the Office of the State Comptroller (OSC), Office of the Attorney general (OAG), and Office of General Services (OGS), as necessary;
• Work closely with various stakeholders for all procurement requests. Maintain various data sources of this information and prepare reports as needed;
• Training and supervising subordinate staff in processes and procedures within assigned focus areas;
• Functioning with a high degree of autonomy and responsibility;
• Perform the full range of supervisory duties.
