This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

**Environmental Specialist level requirements:

• Environmental Specialist Trainee 1 (equated to SG-14): a bachelor's degree including or supplemented by 30 semester credit hours in acoustics, air pollution, American architectural history, animal behavior, anthropology, aquatic resources, archeology, architectural history, atmospheric science, biology, botany, chemical engineering, chemistry, coastal resources management, cultural resource management, cultural resources and historic preservation studies, dendrology, ecology, ecosystem management, environmental and community land planning, environmental and natural resources conservation, environmental biology, environmental engineering, environmental health, environmental law, environmental management, environmental planning, environmental preservation law, environmental resource engineering, environmental science, environmental studies, environmental toxicology, forest biology, forestry, forest science, geographic information systems, geography, geological engineering, global/natural environment, historic preservation, historic preservation law, historic preservation planning, public archaeology, hydrology, landscape architecture, land use planning, meteorology, Native American studies, natural resources, natural resources management, natural resources planning, silviculture, soils, transportation systems, urban forestry, wildlife biology, or zoology.

• Environmental Specialist Trainee 2 (equated to SG-16): a bachelor's degree and one year of professional experience.*

• Environmental Specialist 1, SG-18: a bachelor's degree and three years of professional experience.*

*Professional experience: preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures and standards, which includes the preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.

Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Senior Accountant, SG-18.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee in a position allocated to a Grade 16 or above and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.

Duties Description The Environmental Specialist 1 will support the Hazard Mitigation Assistance (HMA) Program for mitigation planning and/or project support within the Disaster Recovery Programs Office. Duties may include, but not be limited to the following:

• Maintain knowledge of applicable State and Federal laws, rules and regulations relating to mitigation projects and HMA programs and sharing with project staff and stakeholders.
• Assist the preparation of grant announcements, letter of intents forms, application packages, ranking tools and other materials to support the administration of hazard mitigation grant programs.
• Monitor and track multiple mitigation projects from all HMA programs.
• Review letters of intent for subapplicant and project eligibility. Provide determination and support materials for subapplication development.
• Review subapplications for completeness and to ensure all FEMA program eligibility requirements are met for subapplication submission for potential funding.
• Research current recovery concepts, current program guidance and administration functions and provide to local, regional, and state entities.
• Coordinate with local, state and federal agencies to ensure regulatory permitting and floodplain management procedures are integrated into existing HMA procedures including NYS Department of Environmental Conservation (NYSDEC), State Historic Preservation Office (SHPO), Envrionmental Protection Agency (EPA), NYS Department of Transportation (NYSDOT) and NYS Department of State (NYSDOS).
• Maintain communication and visibility on policies and regulations related to climate change through coordination with NYSDEC, New York State Energy Research and Development Authority (NYSERDA) and other agencies as needed.
• Conduct outreach to local, state and federal stakeholders.
• Develop materials to support integration of environmental considerations into hazard mitigation planning and project implementation.
• Manage approved projects to include initial project management briefings, prepare contract agreements, reimbursement requests, quarterly reports, time extension requests, scope of work modifications, standard correspondence, and closeout reports.
• Assist the production and delivery of presentations, briefing and webinars to all eligible mitigation subapplicants throughout the state regarding Climate Change and Environmental resiliency.
• Contribute comprehensive written and verbal special reports and analyses for DHSES and State leadership.
• Participate in site inspections with technical staff and subapplicants.
• Maintain records to adequately administer grants, makes all applicable payments and support future audits.
• Assist the research, development and implementation of adherence to the FEMA’s new Justice40 initiative.
• Assist the production and delivery of presentations, briefings and webinars to all eligible mitigation subapplicants throughout the state.
• Perform the full range of suerpvisory duties.
• Travel may be required, approximately 30%.
• Possession and maintenance of a valid New York State Driver’s License is required.

Additional Comments Work schedule may vary based on operational need.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
