Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program: This position includes an opportunity to serve in a traineeship and applicants will be appointed to the appropriate level based on their education and/or experience.
Mental Health Program Specialist Trainee 1 (starting salary $ 52,198): A bachelor's degree in a qualifying field*.
Mental Health Program Specialist Trainee 2 (starting salary $ 58,247): A bachelor's degree in a qualifying field* and one year of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.+
Mental Health Program Specialist 1 (starting salary $65,001): A bachelor's degree in a qualifying field* and two years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.+
*Qualifying degree fields: child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education
+A master's or higher degree in a related field can substitute for one year of specialized experience.
Transfer Opportunity:
Candidates must have permanent competitive or 55b/c status as a Mental Health Program Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Mental Health Program Specialist 1 title; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the trainee levels (Mental Health Program Specialist Trainee 1 or 2). Transfer candidates must also possess a bachelor’s or higher degree in a qualifying degree field* listed above.

Duties Description The Office of Mental Health is looking to fill a Mental Health Program Specialist (G-18) position in the bureau of the Office of Prevention and Health Initiatives. The Office of Prevention and Health Initiatives (OPHI) is charged with proposing new policy and programs emphasizing primary and secondary prevention efforts. This office oversees initiatives targeting individuals across the lifespan, with the goal of advancing a robust and comprehensive prevention agenda. The office also works to consider and address social determinants of mental health that are increasingly recognized as critical to overall health and wellness of individuals.
Under the direction of the Director for Strategic Clinical Solutions, the incumbent will help support the oversight and implementation of a growing portfolio of initiatives designed to protect, promote, and maintain the mental health and well-being of all New Yorkers across the lifespan with particular focus on addressing structural inequalities that disproportionately affect specific populations. The successful candidate will have the ability to assist with compiling and analyzing information, develop action steps to further the prevention agenda in collaboration with team members, possess excellent verbal communication and writing skills, work independently as well as on a team, use standard office technology and Microsoft Word, Excel, and PowerPoint.
The duties for the Mental Health Program Specialist 1 will include, but are not limited to:
• Promote the development, implementation, and evaluation of family-based prevention, wellness, social determinants initiatives and special projects including:
• Routinely track project activities as reported by project managers and disseminate to team members. (Existing initiatives and special projects include, but are not limited to: HealthySteps, Infant/Early Childhood initiatives, Maternal Mental Health Initiatives)
• Provide support for program development and oversight as well as contract management.
• Draft and edit documents and materials for internal and external meetings, including agendas and meeting minutes.
• Organize and maintain files for program management, grant management, and contract management.
• Work closely with program leadership and staff to aid in the development and collection of process and outcome indicators to track program performance and inform program operations.
• In collaboration with members of the team, identify emerging issues in the field and analyze data and current policy as appropriate to inform future programming recommendations.
• Assist with grant writing and grant management.
• Arrange meetings with key stakeholders to coordinate and streamline prevention activities between the Office and external partners.
• Prepare for and participate in presentations at local, regional, and national conferences.
• Participate actively in other activities as assigned.
• Travel within New York State is required.

The starting salary for this position will vary based on the selected candidate’s education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:
$52,198 (Mental Health Program Specialist Trainee 1)
$58,247 (Mental Health Program Specialist Trainee 2)
$65,001 (Mental Health Program Specialist 1, full performance level)
For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.

For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
