Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's or higher degree.*
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. 55b/c QUALIFICATIONS:
This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.
REASSIGNMENT QUALIFICATIONS:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent or 55b/c service as a Training Specialist 1/Trainee 1/2; if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent-permanent as a Grade 11 or higher determined to be similar by Civil Service.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent or contingent-permanent as a Grade 11 or higher determined to be administrative by Civil Service.
70.4 TRANSFER QUALIFICATIONS:
Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher and who has passed the PCO or PATT exam and has a bachelor’s degree* may be eligible for appointment.
*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. PREFERRED QUALIFICATIONS:
•Experience in unemployment insurance claims and processes, project management, employee training, and workforce development
•Knowledge of instructional design methodologies
•Proficient with Microsoft Office tools and Office 365 and video conferencing software (Teams, Zoom, WebEx)
•Strong writing and speaking skills
•Ability to work independently as well as part of a team
•Ability to communicate and provide status updates to leadership, including agency Training Director
•Ability to initiate and maintain relationships across a diverse set of stakeholders
Duties Description As a Training Specialist 1/Trainee 1/2 with Employee Development & Growth through Education (EDGE), the incumbent will design and deliver a variety of training courses to Department of Labor employees throughout the state. Trainings may include job specific and customized topics, including but not limited to workplace skills, management and supervisory training.
The incumbent will also:
• Support training efforts for the Unemployment Insurance Modernization Project
• Assist in developing curriculum training projects pertaining to unemployment insurance
• Draft and update training materials pertaining to Unemployment Insurance policies and procedures
• Identify training needs, develop curriculum, and schedule training for staff
• Participate in discussions/meetings with stakeholders to support new training procedures and solutions
• Assist with development of informational material related to training procedures and solutions
• Incorporate technology and web-based applications in design and delivery of training
• Track and compile training metrics including course attendance and course completion, and course evaluations
Additional Comments Candidates with no previous state service will begin at the starting rate of the salary range listed above.
