Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Open Competitive:

Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;

Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. Duties Description The NYSDOT Office of Technical Services is looking for qualified candidates to join the Geotechnical Engineering Bureau, the Highway Data Services Bureau, and the Materials Engineering Bureau in Albany, NY.

Geotechnical Engineering Bureau:

The successful candidate will perform geotechnical engineering and is expected to be a technical expert. The candidate may be expected to supervise others in their field of expertise and should be innovative, have excellent oral and written communication skills, and must have the ability to present technical information to both technical and non-technical audience.

Duties may include, but are not limited to:

• Structural foundation design.

• Earth retaining structure design.

• Slope and landslide analysis.

• Embankment analysis and design.

• Pavement analysis and design.

• Occasional statewide travel to provide associated design and construction support.

• Performing other duties to support the Department’s geotechnical program, as required.

Highway Data Services Bureau

The successful candidate will work in the Highway Data Section of the Highway Data Services Bureau and includes the supervision of others.

The duties may include, but are not limited to:

• Administration of the Pavement Management System, using Geographic Information systems (GIS) to update highway data inventories.

• Overseeing the collection, processing, and reporting of pavement condition information on the State Touring and Reference Route System and the national Highway System (NHS) in support of Federal and State reporting requirements.

• Working closely with the Pavement Management Unit to process, analyze and report pavement condition data via the annual Pavement Data Report.

• Providing pavement condition data in support of the Department’s Roadway Inventory System (RIS).

• Supporting operation of the Department’s Pavement Data Viewer which enables synchronized viewing of pavement condition and highway geometric information alongside highway photolog images.

• Working with NYSDOT Regions, Main Office Program Areas, Metropolitan Planning Organizations, and local municipalities on pavement condition data.

• Responding to requests from NYSDOT Regions or other Main Office Program Areas for site-specific high speed profiler collections.

• Providing technical expertise and information to the Department’s Planning, Design, Construction, and Maintenance Programs.

• Traveling statewide occasionally (<5%) with overnight stays to collect and analyze field data.

• Performing other duties, as required.

Materials Engineering Bureau

The successful candidate will perform materials engineering and is expected to be a technical expert. The candidate may be expected to supervise other in their field of expertise and should be innovative, have excellent oral and written communication skills, and must have the ability to present technical information to both technical information to both technical and non-technical audiences.

Duties may include, but are not limited to:

• Structural foundation design.

• Earth retaining structure design.

• Slope and landslide analysis.

• Embankment analysis and design.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
