Minimum Qualifications MINIMUM QUALIFICATIONS:

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

1) Have a bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computer related areas, including one year of supervisory experience in: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR

2) Have a bachelor’s or higher-level degree in any field AND five years of experience in computer related areas as described in #1 above; OR

3) Have an associate’s degree* with 15 semester credit hours in a computer science field AND six years of experience in computer related areas as described in #1 above; OR

4) Seven years of experience in computer related areas as described in #1 above.

Definition: For the purposes of this examination, Supervisory Experience is defined as the responsibility for assigning work and overseeing subordinate staff or project(s) in an Information Technology (IT) environment.

*Candidates who have completed at least 60 college semester hours in a bachelor’s degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #2.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications:
1) Be a qualified employee of New York State Department of Education and have had one (1) year of permanent competitive or 55-b/55-c service as one of the following: Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Data Communications), Information Technology Specialist 4 (Database), Information Technology Specialist 4 (Operations), or Information Technology Specialist 4 (Systems Programming) OR

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services is seeking candidates for a Manager of Information Technology Services 1 position. Reporting to the Manager Information Technology Services 2, the Manager Information Technology Services 1 will oversee Shared Platform Services. As the Shared Platform Services team manager, the incumbent of this position will oversee the Department’s Microsoft 365 and Atlassian footprint. The incumbent of this position will lead a team responsible for the administration, optimization, and support of these critical platforms and ensure seamless collaboration, efficient management, and effective user account management within the Department. Duties of this position include, but are not limited to, the following:
• Supervise, mentor, and manage a team of information technology professionals responsible for managing the Department’s Microsoft 365 and Atlassian footprint;
• Oversee the administration of Microsoft 365 services, including Exchange Online, SharePoint Online, OneDrive for Business, Teams, and other collaboration tools;
• Ensure that user accounts are properly provisioned, managed, and secured in accordance with organizational policies and standards;
• Monitor Microsoft 365 service health, performance metrics, and usage patterns to proactively identify and address issues;
• Develop, implement, and provide oversight of processes for user provisioning, deprovisioning, and access management across various systems and platforms;
• Collaborate with Human Resources and IT security teams to ensure compliance with user access controls, password policies, and regulatory requirements;
• Manage the configuration, customization, and maintenance of SharePoint sites, JIRA projects, and Confluence spaces to support collaboration, project management, and documentation;
• Maintain up-to-date documentation for Microsoft 365 configurations, user account management procedures, SharePoint sites, JIRA projects, Confluence spaces, and related processes;
• Manage relationships with vendors and service providers for Microsoft 365, SharePoint, JIRA, Confluence, and related tools, including licensing agreements, support contracts, and vendor performance evaluations;
• In collaboration with the Department’s Office of Financial Administration, develop and manage the Shared Platform Services budget, including forecasting expenses, tracking expenditures, and optimizing resource allocation for software licenses, subscriptions, and professional services; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Manager Information Technology Services 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates. This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $127,830 based on annual performance advances.
