For Permanent Appointment:

Reassignment – Currently in the title and an employee of DEC.

Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible – One year of permanent competitive service at Salary Grade 29/M3 or higher and: Eligible for transfer under Section 52.6 within two salary grades/one M grade of this position. Duties Description This is a priority DEC leadership position in achieving the State's mandated climate goals of 70% renewable generation by 2030, a zero-emission electricity transmission grid by 2024 and 9GW of offshore wind energy by 2035. The individual will manage and direct the activities of the Bureau of Energy Project Management. Staff in the bureau, manage a variety of renewable energy projects including Article VII, Article 10, ORES, Offshore Wind (FERC and BOEM) and Hydro relicensing. The EA4 will be directly responsible for supervising two Sections: The Offshore Wind/Hydro/FERC Section and the Large-Scale Renewable & Transmission Section. The EA4 will provide the leadership to help the State achieve the mandated goals of the CLCPA. Specific responsibilities include:

• Establish the Bureaus mission and set goals, objectives, and priorities in keeping with Department policy and assures that these goals, objectives, and priorities are met

• Coordinate the efforts of the sections within the Bureau to ensure all activities necessary for the effective management of statewide permitting are carried out

• Prepare long-range plans for Bureau activities and priorities, in consultation with the division director

• Oversee the development and implementation of major initiatives and permit policy issues by providing general direction and supervising staff

• Ensure that staffing and funding resources are adequate to effect implementation of the Departments permitting programs

• Render policy decisions on major problems and issues regarding allocations of resources and program delivery by negotiating and consulting with staff in other agencies, such as the Department of Public Service, Office of Renewable Energy Siting, the Department of State, Office of Parks, Recreation and Historic Preservation, U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, and the Federal Energy Regulatory Commission

• Respond to high-level requests for information and/or resolution of problems by the Departments executive office.
