Duties Description - Serves as primary duty officer for Emergency Management during business hours Tuesday through Friday.
- Monitors New York Responds; a web-based emergency response system utilized by State, County, and municipal partners.
- Subject matter expert for the Asset Management System (AMS) providing resource tracking and query functions to the Director of Emergency Management.
- Fulfills incident reporting procedures to DEC Executive as well as to the New York State Watch Center in accordance with Commissioner’s Policy 54 and NYSDEC Emergency Management Operations Protocol (EMOP).
- Generates daily intelligence briefings focused on providing Emergency Management Unit (EMU) personnel a common operational picture as it relates to any ongoing incidents, weather hazards, wildfires, searches, and national or global events of significance.
- Monitors the New York State Mesonet for real-time weather data that influences emergency response actions and capabilities.
- Establishes and maintains NYSDEC roster for Government Emergency Telecommunications System (GETS/WPS) to ensure communications capabilities during disasters.
- Provides data collection ability to after-action and trend analysis related to Emergency Management Unit operations.
- Provides conduit with deployed EMU staff and partner agencies during times of emergency.
- Assists EMU Planning Section with development and maintenance of response plans.
- Assists EMU Training and Exercise section with coordination with Program and Regional emergency response coordinators.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion: one year of permanent service as an Environmental Technician 2.
Open Competitive: Six years of experience in engineering technician work in aeronautical, chemical, civil, electrical, environmental, mechanical, or sanitary engineering technology; environmental technology; or as a surveyor or a drafter; or graduation from high school and three years of qualifying experience.
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer - Eligible for transfer under Section 70.1
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
