Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Manager of Information Technology Services 1 within the Dedicated Support/ Department of Health. The Information Technology Services 4 position will be required to act as a lead and perform building the relationship between Department of Health and Information Technology Services (ITS). The duties and responsibilities include, but are not limited to:
• Lead, develop and direct new work intake processes for all agency requested initiatives using multiple tools including ITSM, Dynamics opportunity tracking tool and other tracking applications.
• Facilitate and manage executive level meetings as necessary between ITS and DOH teams, including recurring Governance Board meetings.
• Serve as a strategic liaison between ITS dedicated team and DOH. Communicate and help manage ITS directives with the Agency.
• Manage the coordination and gathering of critical information including projected cost estimates, technical solutions and executive level business requirements.
• Resolve escalated incident and service requests tickets as necessary.
• Manage ITSM ticket backlog.
• Facilitate incoming work between DOH and ITS to support the prioritization across the ITS dedicated units.
• Coordinate interactions between client agency and ITS staff/consultants to ensure the successful resolution of assignments.
• Identify and escalate risks, issues and concerns appropriately.
• Manage, plan, organize, and provide up-to-date documentation/reports to ITS, agency executives on assignments.
• Work with ITS cross-functional teams (Shared services, Network, BAS, Procurement, Finance, CTO, CISO, Legal, etc.) in managing initiatives.
• Establish and maintain working knowledge of ITSM, navigation, procedures and processing requirements.
• Participate in the preparation and evaluation of all types of agency and ITS procurements including PTPs, RFI, RFQ, RFQ. PBITS, HBITS and others as necessary
• Produce professional, clear, concise and thorough oral and written communications to ITS and agency staff.
• Manage time effectively to address priorities, deadlines and additional assignments.
• Work with technical and functional area experts and others as needed to develop a comprehensive knowledge of products and solutions available.
• Provide courteous, professional and timely resolution of issues.
• Maintain a positive and productive work environment internally within ITS and externally with Agency partners.
• Performs all supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
