Duties Description The incumbent of this position will perform the following essential functions:
• Perform business systems analysis on various projects in CCD. This will include facilitating communications with both internal and external customers; requirements gathering, planning, solution assessment and validation; and testing and implementation.
• Write business analysis standards and process documents; create, analyze, and revise flow charts, process models and technical specifications.
• Create use case and test scenarios for user acceptance, functionality, and other types of testing.
• Evaluate the outcome of systems testing; confirming results are consistent with system or business process specifications.
• Communicate effectively, both verbally and in writing, with staff, other Department personnel, and outside customers using a variety of media.
• Independently conduct comprehensive research and develop recommendations based on analyzed data.
• Be able to work efficiently as a part of the team and individually.
• Maintain an up-to-date knowledge of policies and procedures, computer technology and applications, and various other resource tools.
• Submit administrative records and forms timely and accurately. Prepare and submit required reports.
• Comply with Office of Human Resource Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies, and procedures.
Adhere to the Department's time and attendance rules and regulations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NYHELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), itis expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
• Business Systems Analyst Trainee 1: Bachelor’s degree or higher.
• Business Systems Analyst Trainee 2:
A bachelor's degree or higher and one year of professional business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must doing order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/communicating with stakeholders.
• Business Systems Analyst 1 Journey Level:
A bachelor’s degree or higher and two years of business analysis experience in large scale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization’s business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC);and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders. Substitution: a Juris Doctor, master's or higher degree in related field can substitute for one year of specialized experience.
Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Business Systems Analyst 1, SG-18 level. Note: Advanced Placement in a traineeship is at the discretion of the hiring agency.
• Trainee 1 is equated to SG-14, starting salary: $52,198
• Trainee 2 is equated to SG-16, starting salary: $58,247
• Journey level is SG-18, starting salary $65,001
