Duties Description The Health Program Administrator (HPA) will support the Bureau of Perinatal, Reproductive, and Sexual Health (BPRASH) Abortion Access Unit by providing assistance to the Health Program Administrator 1 (HPA 1) on programmatic questions from reproductive health contracted agencies. Duties include managing multiple abortion access contracts, participating in routine calls with all contractors, providing technical assistance to individual contractors, reviewing performance measures and work plans, and supporting other reproductive health program activities within the unit.
Minimum Qualifications NY HELPS: Bachelor's or higher degree.
Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.
Preferred Qualifications: The preferred candidate will have experience assisting with program management and contracts; experience working in sexual and reproductive health programs and familiarity with reproductive justice issues; experience working directly with people from diverse racial, ethnic and historically marginalized groups and knowledge of the concepts of institutional and structural racism and its impact on health care delivery to underserved and underrepresented communities; strong organizational skills; excellent communication and written skills; proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, Outlook, etc).

Position may be filled at a trainee level (equated to Grades 14/16), or Grade 18, depending upon the qualifications of the candidate.

This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
