Duties Description The NYSDOT Project Management Office (PMO) is seeking qualified candidates to join the Alternative Project Delivery Bureau. The Alternative Project Delivery Bureau provides leadership, management, technical support, and oversight of NYSDOT’s projects utilizing alternative procurement methods. As a member of the Bureau, you will play a critical role in the delivery of NYSDOT’s largest and most complex capital projects by using your knowledge and expertise to provide design and procurement services.

Under the supervision of a Project Manager, duties will include, but are not limited to:

• Serve as an Assistant Project Manager, providing technical and administrative assistance during the Design-Build procurement phase;

• Develop Letter of Intent (LOI), Request for Qualifications (RFQ), and Request for Proposal (RFP) documents for Design-Build projects in coordination with design consultants and NYSDOT staff;

• Develop objective Best Value evaluation criteria and assist with oversight of Best Value evaluations;

• Provide construction support on Design-Build projects;

• Assist with federal major project requirements; and

• Assist with oversight of local/municipal Design-Build programs.

This position also requires:

• Excellent oral and written communication skills;

• Efficient use of available resources;

• Ability to research, compile, organize, analyze, and evaluate information from a variety of sources and prepare recommendations and proposals;

• Ability to prepare, update, and/or interpret Engineering Instructions, Engineering Bulletins, policies, procedures, guidance, special specifications, and training manuals;

• Ability to conduct meetings and make presentations to groups;

• Ability to represent the Project Management Office (PMO) in a variety of work teams to develop and improve program and project management policies, procedures, guidance, and manuals;

• Ability to manage consultants working on behalf of the PMO;

• Ability to negotiate fairly and resolve conflicts;

• Periodic travel to Regional Offices and/or project Field Offices (occasional overnight travel may be required); and

• Experience and knowledge of the planning, design, construction, and maintenance of highways and transportation facilities.

Candidates are not expected to have expertise in all the items listed above.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Open Competitive:

Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;

Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:

Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. The starting salary for this position is $95,639. This amount is comprised of the base salary of $88,639 with an additional geographic pay differential of $7,000, specific to this title and location.
