Duties Description Reporting to the Director of Administration (or their designee), the incumbent will directly supervise not only New York State Insurance Fund (NYSIF) staff, but also a large contractual security and maintenance staff. Incumbent will be responsible for the management and oversight of all NYSIF properties statewide, including both owned and leased properties, all functions of the security, health and safety, and office services of at all NYSIF facilities, and all special renovation and/or construction projects that are currently in progress or that may arise.

Duties include, but are not limited to:
• Manages the direction and coordination of building/facilities operations and property management at all NYSIF locations. This currently includes ten different facilities statewide housing approximately 2,100 employees.
• Responsible for problem identification and resolution relative to the most complex or sensitive building operation issues for all NYSIF office locations, such as: interrupted power service and resulting ramifications; inadequate plumbing; security breaches; disputes with contractors, vendors, engineers and architects; issues of non-conformance with local zoning ordinances; assisting IT staff with telecommunication installation and management; high profile or difficult leases and contracts; maintenance of cooling towers for NYSIF office locations, the largest of which resides in NYC, with two additional towers in Syracuse and Albany – this maintenance includes cleaning, disinfecting, and ensuring that proper chemical percentages are sustained in each tower; and any plant/physical emergencies.
• Reviews, evaluates and develops requests, proposals and justifications for the procurement of new space and/or the improvement, addition or alteration of existing premises.
• In conjunction with contract administration, oversees all contractor work and services, authorizes payments and negotiates the procurement for the leases/purchase of new space and/or the improvement, additions or alterations of existing premises including all required building management and security contracts, the provision of engineering and architectural services, the design delivery and installation of modular office furnishings and equipment, conduct on-site inspections to ensure work is in accordance with plans and specifications, conduct all major staff moves and the provision of maintenance and security services.
• Functions as NYSIF’s New York State Agency Code Compliance Officer. Ensures compliance with all relevant NYS and NYC building codes, supported by the ongoing delivery of annual reports and documents pertaining to contractor activity where building has work in progress or work that will be done in the future.
• Responsible for the oversight and direction of all renovations at NYSIF’s facilities.
• Plays a critical role in the NYSIF management of continued large renovation projects to reallocate space and implement extensive building modifications to meet the unique needs of a specific tenants. Renovations will be extensive due to the specific building needs of the potential tenants and may include items such as new mechanicals, a separate entrance, separate elevators, and extensive reconfiguration.
• Establishes relevant policies and procedures and oversees periodic drills for building evacuation in the event of fire or terrorist attack including procedures for accounting for the safety of NYSIF staff. Involved in the management of disaster preparedness and contingency planning and staff relocation in the event the closure of one of more NYSIF facilities.
• Administers training program to equip in-house maintenance staff to handle daily. monitoring needs and periodic required maintenance of the newly completed sprinkler system.
• Manages complex or difficult issues of space allocation, electronic data processing needs, short and long-term expenditure needs for travel, office furniture, etc.
• May assist the Director of Administration (or their designee) in contracts and negotiations with other State and Federal officials or private organizations in the areas involved in facilities operations and management.
• Participates in budget preparation, evaluation and review (review of operational needs, current expenditures); proposal of operational budgets for the next year; monitoring of current expenditures.
• Under the direction of the Director of Administration (or their designee) chairs the NYSIF Statewide Public Buildings Manager Committee is responsible for the coordination of statewide real estate issues and the establishment of related policies and procedures to ensure that Safety, Security, Maintenance and Comfort of property and staff are paramount.
• Oversees closed file storage and retrieval procedures for NYSIF’s warehousing vendor. Establishes policies and procedures to ensure that agency record retention goals are met while maintaining consistency with approved.
• Manages all security services and office services for the facility at 199 Church Street.
• Ensure proper management of all New York State Executive directives related to the Public Health and Safety concerns.

Minimum Qualifications Permanent Appointment: One year of permanent, competitive class service in a title eligible for transfer under Section 52.6 of the Civil Service Law. Eligible titles include, but aren’t limited to: Chief Budgeting Analyst, Motor Equipment Manager 1, Property Manager 3, Public Buildings Manager 4.

Provisional Appointment:
• Promotion: one year of service as a Public Buildings Manager 3 or a Building Construction Program Manager.
• Open Competitive: a bachelor’s degree and six years of experience related to the operation, maintenance, and rehabilitation of one or more office buildings, with one year of managerial experience.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
